Like most people here I too disagree with the title of this thread.
We are instructed by Prophet Muhammad (SAW) to show kindness to the victim and to the criminal. The companions asked 'how can we possibly show kindness to a criminal'? The answer that was given was 'by stopping him from harming others'.
Also in the Qur'an ... we are told that retaliation to the amount of harm that was caused to us is permissible BUT TO FORGIVE IS BETTER.
