This is only a partial view of the Quran. Quran also asks us to encourage the good and discourage the bad. Authentic traditions in hadith also confirm that.
You are right. It is part of Islam rather it is duty of Islam that a Muslim should stop evil and promote good. Anyone that does not stop evil and promote good cannot be Muslim. People with strongest Emaan are those that stop evil with their hands, second strongest are those that try to stop that with their words. Finally, those with lowest Emaan at least dislike evil and consider it bad in their heart. Same can be said regarding good, that those with strongest Emaan spread good with their hands and those with second strongest Emaan talk about good, whereas those with weakest Emaan at least consider in their heart something good as good and like to do good.
But that is not the whole story. Just imagine. Islam at many places (Quran and Hadith both) preaches that all are responsible of their deeds and there is no force in deeds, and then at many other places it also preaches that spread good with force. It seems contradictory but it is not. Contradiction is because of misunderstanding (and that is why you raised the question). Unfortunately, by twisting the meaning of ‘stopping evil and promoting good’, people of Shaitanic cults (and ignorant) have spread fitna and mayhem in Islamic society.
If you will read Quran and hadith, you will notice that wherever Allah is telling people that there is no force in Islam and all are responsible of their own deeds, Allah is talking about Amaal (deeds), and that Amaal is regarding huquq-ul-Allah, regarding beliefs, regarding worships, regarding religion. That part is individual responsibility of humans and is matter of humans with his creator (relation of human with his creator). No one can force other humans to accept Islam, or other Muslims to follow Islam in any way. This is something that one does with their own conviction, for Allah (his creator) alone. Further, it is only Allah that can decide what he accepts and what he does not from his creations as good deeds, and it is only he that can judge a human regarding his deeds.
On contrary to that, wherever Islam preaches enforcing good deeds, it is to do with huquq-ul-Ebaad; that is general human rights, and rights of one human over other. When one human suppresses or takes away the rights of other humans, that is Zulum and it is against Insaaf. Actually, Allah demands from Muslims (rather from all his human creation, be they Muslim or non-Muslims) to stop Zulum and promote Insaaf in between mankind and to upheld the rights of humans (human rights).
That means, if a Muslim sees a human doing evil or abusing other human (by exploiting or not given their due rights), one have to stop that with his hand (sign of strongest Emaan), but if that Muslim is not strong enough to do that, he should at least stop that evil or abuse by raising his voice, and worst of Emaan of a Muslim is that he should at least condemn that evil or abuse in his heart.
Same way, a Muslim should fight for the rights of others by force (for instance it is duty of Muslim to fight the society for the inheritance right of women, or save poor from exploitation, or for proper wage for labourer, etc), but if he could not force that, at least a Muslim should talk about that and urge others to honour the rights of weak, and even if a Muslim could not do that, he should at least consider that if these things are happening (people are getting exploited and their rights are not given), it is wrong.
In other words: 'Spread good and forbid evil' can also be said as 'Spread Insaaf and forbid zulum'
Huquq-ul-Allah (rights of Allah): Amaal (that is to do with Allah … or Huquq-ul-Allah), it is personal deeds, religious duties of individuals, deed that is to do with human and his creator, and thus there is no force here, no one can force others to fulfil these deeds. Places where Allah says that there is no force in religion, and that all are responsible of their own deeds, it is to do with these deeds that are rights of Allah on his creation (huquq-ul-Allah). Allah does not accept his rights observed because some humans forced that on others, because then that right of Allah is not given to Allah with free will and since Allah does not need any of his haq but he uses the fulfilment of his haq to reward humans who fulfil that with free will, he only accept those deeds that are performed with free will. Allah will reward those that fulfils his rights on judgment day, though occasionally he rewards those in this life too.
Huquq-ul-Ebaad (rights of other humans): Amaal (that is to do with other humans … or huquq-ul-Ebaad), it is human related (or worldly related) deeds, and force can be used here. State can make laws to force it on humans, and Muslim should make sure that these deeds are honoured, as it is related to rights and duties of one human over other. Places where Islam says that one should use force to spread good deeds, it is to do with this deeds that are rights of one human on other (huquq-ul-Ebaad). Though Allah will look on that on judgment day and will reward humans who fulfil the rights and duties towards other humans and fight for the rights of others, still Allah wants humans to protect their rights and rights of their fellow humans over other humans (as test).

Religion and religious beliefs of a human is test of that particular person by Allah and that human is responsible of that alone. That is different matter that he would be accountable to Allah of whatever transgression he does in this life regarding religion and religious beliefs. Nevertheless, only Allah can do judgement of that person's religious beliefs and reward him or punish him for that (when that person returns to Allah, that is after death). No human can force another human in this matter, other then peacefully preach each other about good and evil of beliefs, and thus this is right of individuals what religious beliefs they follow].
People of Shatanic cult twist the meaning, and preach their followers that deed that Allah demands Muslims to enforce is mainly huquq-ul-Allah (that means, force is allowed even with religion). They do not give much importance to huquq-ul-Ebaad (even if some of them try to practice to extend). By enforcing huquq-ul-Allah, they only create kufur and fitna in Muslim society and nothing else. Most Muslims in their heart know that worshiping Allah by force is not really worshiping Allah, as worshiping Allah has to be with conviction and free will.
When people belonging to Shaitanic cult force huquq-ul-Allah on Muslims, they force Muslims to do shrik, as such ibadah performed in fear of force is nothing but shirk, as it is not performed for Allah but performed due to fear of those who are forcing those ibadah. That means, such ibadah is not worshiping Allah but worshiping those shaitan (that forced such ibadah).
