Ibn Hajr (d. 852H) wrote in Fath al Bari (a commentary on Sahih al Bukhari)...
"The Hanafis permit without exception [mushriks to enter jazira al arab] except for Masjid [al Haram], and from [Imam] Malik we have the permissibility of them entering [even the] Haram for trading and al Shafi'i said the rule is that they are not allowed to enter the Haram except by permission of the Imam if there is a specific benefit to the Muslims."
