They can thank Prime Minister Al-Maliki for that. Since coming to power, he began to deprofessionalise the military, which was trained and equipped by the Americans and was beginning to make some progress. He removed many well-trained Sunni commanders in the armed forces and replaced them with, mostly Shia, political loyalists. He was more concerned with having a loyal military in the event of a coup than having an effective military.
This replacement of the military’s well trained and experienced commanders with inexperienced sycophants is what has led to the incompetence in the Iraqi military that we’re seeing now.
