ISI is just like anyother spy agencies in the world though this one has too much work in internatl affairs of Pakistan.
CIA, MI6, RAW, MOSAD, KGB all are not 100% under control of the respective governments.

when it comes to jihadi elements, yes ISI and CIA too involved in training them and then abondoning them. if ISI is terrorist organisation, so as CIA, MOSAD, and RAW.
only difference in Pakistan, because of political vaccum no strong leader - now and then they have to get involve into this dirty game too and i guess now it has become norm. they are wasting time on making political deals these days. their actuall work is intelligence within and out of Pakistan for safety and security of Pakistan and Pakistani interests.

I'm not defending him or others in the system that have that view but the thing is that they're old timerz. They were there young and all when the 'jihadis' were glorified as being the freedom fighters, fighting USSR. So, we all know what happened when it was all done and forgotten. These 'old timers' felt like they couldn't betray their 'brothers' and just had to stick with them even if others won't because the jihadis played to their tunes when they were needed.
Sorta like you and i were bois and now i'm a crack dealer. While others leave me cuz i'm not the 'same' person anymore, u stick around cuz bois are always bois.
