In a static environment, yes. In reality, markets are significantly affected by human behavior. Speculations boost economic growth but create a bubble. Speculative bubbles make many people rich - and for many it is a riches to rags situation. It is unavoidable.
Would like to discuss it in detail, it is an interesting phenomenon. Too tired and sleepy for this topic at this hour :-/

Stimulus package is just another desperate survival measure - an attempt to keep those vital signs going. Tax rebate component is a joke. Other part (equipment write-off) is fairly decent - will help with taxes. Accelerated depreciation will encourage small investors. Economic activity is so dead, in this situation if small investor's confidence can be improved a bit, it is likely to kick start some business activity.
