Only in case of defence personnel it was found. But in our country ever one is fond of having his previously held designation to be made a part of his life as if a personal earning. Professor (Retd), Judge (Retd) have since long been seen but I was surprised to see a new designation printed on a Federal Government Department official letter head as Mr. ABC Federal Secretary (Retd) with his existing designation as “Adviser” on appointment after retirement. Is this Federal Secretary (Retd) really one’s earned distinction or otherwise just a matter of civil servant’s ego. Recently I read an article a retired British civil servant had hired on his expense a person who daily would come to his home, knock the door, the retired would yell from inside “come on”. The paid servant would come and tell “Sir, Secretary so and so wants to see you” when the retired would shout “Hell to the Secretary”. And with that the session would end.

plainly its used to show off that they have been on such and such post! to get some more attention. nothing more than that, some consider after such long and hard working life its their right to use this and no one can ask them not to use it.
some use it for self satisfaction and some use it for self projection and some for both.
