No, in India, older women had much lower access to education and employment. They are more likely to be underprivileged, hence its not a discrimination.

you got a good point but they hardly ever pay their own fare. it’s always the male member of the family that buys the ticket. i think men should be given the same perks by the Indian Railways because men and women both retire at age 58.
