My parents have taught me to start the dua with Surah Fateha and followed by Daurood Shareef and then whatever you want to pray for.
Well i don't know if this is right (Islamically). What i do, is recite the Surahs whose meanings i know. Recite them in Arabic first, then recite them in English so i understand what i am saying. Recite Durood Shareef. Surah Yaseen is a pretty powerful surah, recite that. The four 'Quls'. Surah Fatiha is a must for me. Then ask for whatever you want. i have read somewhere best time to do it, is after your fardh prayers. But of course, when praying to Allah - anytime is a good time i guess.
If you want something say it to ALLAH in your Dua, if it is to be acceptable, it'll be accepted.
Also, there is a Nimaz-e-Hajat. Its a Nafl, in which you ask for what ever you want. But I dont know the exact procedure.
If you say, I can send you the exact procedure of it.
