Culture is function of location and the time. Civilization on the other hand is a universal concept.

It may be the culture in Bombay downtown to go to bars and hang with friends. Village culture may be to go to temple in the evening. Bombay suburban culture very different from downtown culture. Culture in north diff from south. Culture in west diff from south Asia diff from far east.
But civilization means respect for all treating everyone equally having justice and liberty for all. We as humans are not civilized yet.

it means enlightened and refined. Yes, it does refine with jadeed taqazat (modern challenges). For example, many wedding customs are reduced to few days.

We all thump our chest and brag about our cultures. Embedded within that is jingoism. We offend others as easily as we take offence. All in the name of culture.
Forums are pro this pro that. Why not just pro humanity. That would be civilized.

Agree, by this definition there exists no cultured society, because every society is biased against the other society. No one owns humanity, though many societies brag about this. The so called cultured societies and their action says 'If one men of us killed, we will kill thousand men of the alleged party'.
