Well it’s not only the Deutsche Bahn (German Railway) but also Deutsche Telekom (German Telecom) and Deutsche Post DHL (German Post & DHL Intl.) where the federal Gov. owns it or holds the Majority … the province of Lower Saxony holds a major chunk of Volkswagen Shares yet it’s not bankrupt but profitable

So it has a lot to do with what sort of PPL manage it

i don’t know about deutsche bahn, but all other examples you gave are majority owned by private investors and are run as private institutions, not as government companies.
