that was a warning - it didn’t actually happen. he was saying if congress doesn’t agree to a debt ceiling increase, then he couldn’t guarantee that social security checks would be sent out. the measure was approved.
as for unemployment, it is cyclical…it has been much worse at many points in the past. even now the unemployment rate is much lower than in europe.
anyways, the point is that your characterization of the US as being “never so down” is false. perception of weakness and actual weakness can be very different things.
