you can say, PPP Govt run sectors are bound to fail. Public services like railways in ‘very capitalistic’ countries (e.g. Germany) are still run by Government. They don’t hire jiyalas, i guess.

Well it’s not only the Deutsche Bahn (German Railway) but also Deutsche Telekom (German Telecom) and Deutsche Post DHL (German Post & DHL Intl.) where the federal Gov. owns it or holds the Majority … the province of Lower Saxony holds a major chunk of Volkswagen Shares yet it’s not bankrupt but profitable

So it has a lot to do with what sort of PPL manage it
