So my confusion is this:

Any sunnah that can put an extra burden on your fardh is no longer a sunnah. That is why we have this hadees

Narrated Abu Huraira:

The Prophet said, "None of you should fast a day or two before the month of Ramadan unless he has the habit of fasting (Nawafil) (and if his fasting coincides with that day) then he can fast that day."

Now keeping this in mind, and keeping in mind that the Taraweeh as we know it is actually combination of two sunnah (praying twenty rakaat after ishaa, and completing at least one Quran during Ramadan), would it not be easy to perform taraaweeh in mosque with short surah, and let people worry about completing their own Quran?

Trying to make people follow two sunnah as almost an obligation, puts the fardh at risk, especially in summer, especially in northern hemisphere.

How would everyone manage to recite their own Qur’an in their taraweeh at home? Then everyone would have to become hafiz, which seems harder than catching it behind a hafiz imam. If you’re referring to the Fajr being put at risk, here we get back from taraweeh around 12:30AM and most people, even those who work, get their Fajr most if not all the time.
