I understand that if you have don’t owe anyone money then you must do Qurbani. However, if you know someone needs your financial help and if you do Qurbani, you can’t help them. Should one still go ahead with the qurbani?

Qurbani is fard [obligatory] on you if you are saaHib-e-nisaab [means if you have more than what you REALLY need to live] but sadaqa giving is NOT fard on you...the sustenance of that individual is the responsibility of the Government and the society at large.
i would buy a share in a cow rather than buy a bakra [which is outrageously high priced] than NOT do qurbaanii and the difference i would pay the needy person.

Zakat is Farz, Qurbani is wajib, but Sadqa/Khairat is nafl - so you spend your money in that order. If after giving out Zakat, you are no longer Sahib-e-Nisab (which means your total assets cost less than 7 1/2 tola of gold) you dont have to do qurbani

to help the needy you can give the skin/hide of animal to them for onward selling. this is what my family did in past by giving away the hide to a widow.
