Walaikum Salam,

It is indeed allowed so long as it's for the purpose of a request (to participate in an event in your case), or with a specific reason.

Issues only arise when PM becomes a mode of harassment, or spam messaging other members, in which case it will get flagged and appropriate action may be taken.

Private Messaging is an extension of posting privileges, and some members may find Private Messaging a more preferable method of communication among fellow members (for various reasons), and that is absolutely fine so long as it doesn't undermine Forum policies as stated above briefly.
