We have (after embellishing numbers) around 40%-45% literacy in Pakistan (the lowest in South Asia). Add to that the fact that we have had several interruptions in democracy, our population has never really had a true taste of what it feels like to be in power. We choose candidates based on what our waderas, chaudhrys, maliks and sharifs tell us. The small segment that votes with its mind is quickly brushed aside as the segment that wants to 'derail democracy'.
India has a 75%+ literacy rate. They have had consistent democracy since inception so that helps. People havent seen any other form of govt, and arent interested in one either.
Not to mention, India's electoral system is lot stronger than Pakistan's. Pakistan's democracy is fundamentally inferior to India if you do system by system analysis. They have a very strong Election Commission followed by a comprehensive local government system operating since 1957.
Democracy works in India because the idea of of decentralisation and provisional autonomy is a binding force to keep such an incredibly diverse and pluralistic country together. In Pakistan, your democracy begins and finishes in Punjab.
Pakistan is a right wing oligarchy whereas India is intrinsically a socialist democracy.
Democracy can work in Israel, democracy can work in India, but it is no coincidence that all Muslim countries have made a royal mess out of the concept of democracy. It's a totally alien concept for them, not just in practice, but in knowledge and spirit.

Yes it took centuries in the West because they very much invented the modern democracy from the scratch. They created and perfected this whole system bit by bit.
But Muslim countries had adopted ready made, fully completed and advance model of West democracies with all the knowledge and information available, yet they couldn't make it work. So embarrassing.

Wat ever form of govt is used at the end all power to be given to the system not to the individual. Power to indvidual can work only if we get some sincere person at the top. ( as u mentioned ) Lets hope we get that one sincere person at the top position in our life time. But I dont expect any more from some army general to do such act. If Ayub and musharaf cannot do it . No one else stronger than them is gonna come on army top position. Msotly we will have like of Yahya or kiyani...
On a side note : can any one confirm / Deny do we still have drinks served in Army mess or just rumors...
Initially Personality has to be bigger to create Systems that prevail upon personalities that come afterwards. That is the reason, an honest leader, a statesman is required to build and put in place systems.
We are such a different type of qoum (though I do not consider ourselves as a nation as of now) that we have tested ZarShar (Zardari/Sharif) several times and know for the fact that they are most corrupt but want to "believe" for some reason that they will become pious, honest, and will bring about change the kind that was brought in by Abraham Lincoln, Theodore Roosevelt, Kamal Ata Turk, Mahatir Mohammed, Jawahar Lal Nehru, Lee Kuan Yew, Mao Tse-tung etc etc or even a fraction of these nationalist leaders.
Are we so naïve or just part beneficiaries of current system or just can not comprehend simple logics/facts?

U r rite that initially personalities need to take care of the tree of Democracy. Btu wehn we gonna get these loyal personality and from where. In any case which ever personality comes need to develop a system. Atthe end we eed a system..

I can safely say; it CAN'T be from Zardari's or Shareef's clan.
I think, in grade 4, I learned something about insanity:
Insanity: doing the same thing over and over again and expecting different results.
By Einstein's standards Pakistan as a country is Officially and Qualified Insane
