Designer label can only take you so far, maybe open the first few sets of doors but afterwards its your performance, what you know and how well do you work.
The quality of programs in Pakistan has increased significantly over the last decade. I have cousins who went to local colleges and are doing very well. I personally was surprised at the coursework they were taking and shared it with my IT buddies who were also pleasantly surprised that these colleges had good programs.
One thing I have noticed is that people who have studied abroad and go back take some time in establishing a network. Thats the advantage that LUMS or GIKI or IBA type ppl have in Pak, they have a ready made network.
I am not discouraging you from going abroad at all. I just want you to have the right information to make your decision.
One thing that you can look into which may help you.
There are not enough PhD students at many universities. They will give grants, assistantships, fee waivers etc to PhD candidates. The loophole here is that after a few years of PhD classes you can get a masters. If you want to continue PhD after that its great, otherwise if you leave the uni is usually not too upset since u have helped them with research etc in that time. But it varies from uni to uni.
If u want to tranfer ur credits from ur current school in Pakistan to some american or Canadian school, just keep in mind that u wont be able to get the credit of all of ur courses. Unless ur in a split kind of program (like the one in NUST).
In ur case, I wud recommend that u complete ur Bachelors degree from Pak and go abroad for Masters.

I transferred from NUST in undergrad, got all my courses transferred to Michigan... I just had to visit each department though... Like for the Computer Science courses, I had to talk to the CD advisor, and for one or two mechanical courses I had to go talk to the ME dept, and they gladly accepted my credits...
