History, geography, politics, international games, involvement of several powers, religion, etc... lots of factors that are different between the two situations. The biggest, for me, is the WILL from the authorities to really stamp out 'non-state actors'.

and pakistan army have 3.5active personnel for per 1000 capita

The biggest issue is the geography. The two countries (Afghanistan and Pakistan) are located on the cross roads of Middle East, South Asia and Central Asia. Most of the oil/gas pipelines will pass through them. Instead of being a strength this has proven to be a big curse for them. Its not a recent phenomena, for centuries the two countries have been destabilized over and over for similar reasons. Second reason is blood ties, Pashtuns straddle both sides of the Durrand line hence any event on the Afghan side has some sort of impact on the Pakistani side. Third reason is the militants are using the name of 'Islam' to further their objectives which gives them a larger audience (people of all ethnicities and provinces are present in their movement) spread out through out the country. Fourth is that Pakistan is not an island.

Lets apply this logic in another way: If Sri Lankan army could destroy Tamil tiger terrorists, why cannot India destroy terrorists in Kashmir and other states?
And if you are an Indian then you shouldn't be calling Tamil Tigers terrorists as Indian state had been supporting them for a long time, unless you are willing to call India a terror sponsoring state.

LTTE getting support from various areas of India.
So yeah India did support it. And any insurgency that is currently under way requires two things to survive. A staging area outside its area of operations and external funding. The TTP have both. Pakistan could theoretically bomb Kunar, Nuristan and other areas but the blow back would be horrendous and the army could not sustain that assault indefinitely.

Or I am merely a student of history. Kashmir, Syria, South Sudan, M-26 in DRC, Nambia/Angola. Its a common thing. Hell look at Afghanistan and Iraq.

it is common, yes.
actually to be fair sri lanka only conducted an operation on their own island. the insurgency was put down, which means india was not harbouring ltte to any degree.
the difference between tamil tigers and ttp is tigers were an attacking liberation unit, where-as the ttp are a defensive repelling unit. an attacking ambition with the aim of liberating a land from a long established state is inherently going to stretch a groups resources. its basically a mammoth task
defensive insurgencies can concentrate on survival more, leading to perceived sense of success since they are still there when they are not supposed to be. they wait for fortunate change in circumstances. for example in the af/pak theatre the financial crunch was important. with this regions insurgents being religiously motivated i am sure it was seen as help from above. and thus the United states and the pakistan relationship went a bit stale. the US may have been able to throw just as much money pakistans way, but the confidence from pakistans side in the ability of the US to supply financially was no longer there.
since the circumstances became less then ideal foreign forces invading the af/pak area can just as easily let up since there is no real need to go forward. it was always a luxury

yup..Tamil Nadu did, they were quite miffed with the North for not intervening...while the North wanted the LTTE gone coz of Rajiv Gandhi.
As for SL army being better than Pak army..hmm...as a Sri Lankan I can tell you that it is not the case. I think everyone here has given valid points as to why Pak army is having difficulty in getting rid of the terrorists in Pak.
