It depends on the person listening to the humour.
If the person is offended at something you find terribly funny, the joke may indeed be insulting.
For example you may tell a joke about women inability to understand directions other men in the room may laugh, however if there is a woman about who does understand directions.... she may find it an insult to her intelligence.
