Making fun could be seen as insulting depending on what you are making fun of. If it is something everyone is not serious about, then no issues. But if it is something someone holds dear, like religious figures, celebrities etc. one should be careful not to hurt others' feelings.

Well, someone whom you allow that liberty can make fun of you but every Tom, Dick and Harry off the street doesn't have the right to do that. I don't make fun of people I am not friendly till that level with and I do find it offensive when someone tries to do that to me.

I do think this is closer to a cultural question. You don't want to do a 'yo mama is so ugly' joke with people of any culture. At the Apollo it's fun, in the Lincol Ctr it's an insult.
And (as Irem said I think) who says what is the other determinant.

It depends on the person listening to the humour.
If the person is offended at something you find terribly funny, the joke may indeed be insulting.
For example you may tell a joke about women inability to understand directions other men in the room may laugh, however if there is a woman about who does understand directions.... she may find it an insult to her intelligence.
