i dont know about the ethical bit but i think its not nice.....because the other person always gets the wrong vibe that you maybe talking about them.
i personally feel uncomfortable if two other people are talking in their own language which i do not understand and i have to sit amongst them.

If folks are discussing project specific topics it isxnot right. But if they are discussing a topic that has nothing to do with my work, more power to them. In fact my pet peeved is people carrying on loud conversations. In those instances I wish it were in a language I don't understand. Less distraction.

I absolutely agree with this. It's certainly very rude. If you are in company, you must always include everyone in it. It's bad in the same way, whispering is, i.e. the other people may think you are saying something against them etc.
