It's not true. Girl's family usually covers baraat day (except the band baaja/haq mehr/car) and guy's family is responsible for walima (including girl's lehnga/hair/makeup/jewelry/shoes). Same for mehndi, unless it's combined, in which case both families share the expenses. For mehndi, the girl's dress comes from guy's side, but I know that some girls choose to make their own if their susraal is cutting the budget or not having good taste.
Engagement dress usually comes from the guy's side too, or so I'm told. I'm guessing the venue/food/photography expenses are shared, if it will be one function.

no not true at all.
the expenses are taken care of by girl's parents like the expenses of barat day, mehndi day and any other function like milad, dholki,rat-jaga etc if they do it. The gold sets, furniture, clothes and other household items are given to her by her parents and family.
the barat and valima dresses are exchanged between bride and groom. if groom side give barat and valima dress for bride then same is done by bride's family. in some families tradition is that girls side make the barat dress for the girl and valima dress is given by groom.
the expense of valima reception, the gold jewelery for bride, her clothes and accessories are borne by the groom's side or by the groom himself.
if mehndis, dholkis are done combined then the expenses are shared between both families.
so in short girls dont have to spend anything and enjoy all of the gifts and stuff given to them by their parents and guy's side:)
