There are more people of Kashmiri origin in Pakistan than Bharat.
Kashmir is closer to Pakistan culturally and linguistically as well. Kashmiri is a Dardic language and the only country where there are significant speakers of Dardic languages is Pakistan, i.e. in the NWFP and Northern Areas (languages like Shina, Khowar etc).
Culturally, Kashmir is closer to NWFP than it is to, say, Punjab or Uttar Pradesh.
Also, Kashmiris are proud of Iqbal who was a Kashmiri. They feel ownership of the idea of Pakistan. Even if Kashmiris wish to be independent, they still want a close association with Pakistan, at least an arrangement where there are no restrictions on free movement of people and goods (As it was prior to 1947).

The Maharaja of Kashmir was ready for independence. The Muslim Conference too supported independence. Jinnah and Pakistan were not against the idea: they accepted the standstill agreement with the Maharaja. But Nehru had other ideas.
