You get scholars who say it’s haraam, and you get scholars who say it’s not haraam.
Those scholars who say it’s haraam point to certain hadiths that exist, and those scholars who say it’s not haraam question the authenticity of those hadiths.
Try this link for a more detailed explanation of the disagreement amongst scholars:
prophet :saw: were said to have said musical instruments r haraam, music is made with instruments so yeah althought not directly stated it’s believed to be haram.
Rasulullah :saw: said,
There will be a nation from my Ummah who will make music their lot one day while enjoying their music and alcohol they will awake with their faces transformed into swine. In fact, Rasulullah :saw: said,
^ yea so tht means it is haraam.....but still muslims seem 2 enjoy music as if nothin is wrong w/ it..infact muslim countries themselves r promotin it and no1 seems 2 b doing anythin 2 stop it...

In most Muslim countries the scholars responsible for determining what the government should ban and what it should permit tend to follow the opinions that question either the authenticity of those hadiths or question the way they have been interpreted.
That is why, for instance, countries like Saudia Arabia consider pornographic magazines as being illegal contraband, but take no action against music cds or tapes.
