Will local talent be able to land a job if he/she offer his/her services for the same rate as an outsourcing company resource ? Say for example a programmer or software engineer ?

one part of outsourcing is cost and the other is convenience

If the expenses of hiring locally are comparable or even marginally higher - then companies would not hesitate to hire locally.

But in reality the rates offered by outsourcers are too low- Right now a prog in a decent outsourcing company ( as opposed to a flybynight operator which come even cheaper) costs 22 dollar per hour. Would be difficult to get good talent at this rate locally.

Low cost services aren’t the only way to remain “competitive”…
competitive advantage also depends on differentiation and repositioning. The need of the day for local talent is to realize that they need to reposition themselves and invest in / master value-added competencies that are critical to business and will not be outsourced/offshored in the near future. While repetitive and standardized work can be outsourced, jobs involving analysis, creativity and innovation still has a strong demand locally. Based on your example of programmers, they can acquire skills and reposition themselves as application architects or retrain themselves in fields such as IT security which has local talent requirements.

I am not looking for outsourcing , I am looking to compete with outsourcing outfits. There is lot of unemployment in US and people are willing to work for any rate. Fresh degree holders are desperate to get any kind of job they can put their hands on. I have read about people who were vice presidents but they are now working as janitors and security guards with proper training this talent can be put to good use at a rate those outsourcing companies charge .
