It is sign of good ikhlaaq to participate in other ppl's happiness despite their negative attitude.

In ur case I dont see any negative issue even. This person was in his/her every right to deny a rishta that you/your friend showed.

Ok, sure why not . It is not rejection. He did not think that your friends friend was competible enough for him. That's it. No heart feelings. So congratulate him whole heartedly and even complain to him for not inviting to the wedding jokingly if he did not invite you.
