I think the greatest threat to regional stability is the centralist nature of Pakistani state and the disproportionate power that Punjab enjoyes and makes its elite to act irrationally (Zia's dream to extend Pakistan's influence into Central Asia by conquering Afghanistan through Islamist proxies or his follwers like Hamid Gul's, Javed Nasir's, etc. plans to conquer Kashmir through jehad).
The only hope for Pakistan can be the realization on the part of the elite from Punjab that it has to allow the democratization of Pakistan and come out of its Cold War era world view and limit its regional ambitions. I think the international system can no longer allow the present political order(centered around Punjab's supremacy) in Pakistan to persist.
What we need is an electoral system similar to that of USA so that big states like California or Texas do not dictate the politics of USA. This will curtail the power of Punjab and give smaller states like Balochistan a bigger say.
Pakistanis need to have a Pakistani identity. Most people identify themselves as Punjabi, Pathan, Balochi..., that has to end.
Pakistanis need to be united.
