^It's guidance and order in the hindsight lest you (in general) violate that which is permitted and marry more than four and/or not treat them equally. Because the complete verse of Quran regarding that is, and i paraphrase:

Now on the topic:
I believe:

It is an order for the believers.
It is a warning for those who have no faith or do not believe, and lack the rightful fear of God Almighty, hence the accounts of nations before and their fates.
It is a good tiding for all that gives hope, and a way to achieve the blessing of the Creator.
It's all inclusive (for me anyways).
