Iraq's Weapons Declaration Dossier - A question (merged)

What could be the security grounds on which basis this dossier has been edited for the other members of the Security council? I might sound stupid but could it contain information about building Nuclear bombs?

See Detailed Story at BBC

Man even over a dossier the United states has to behave like a common criminal why can’t it be civillised and wait like the rest. No it has to behave like a mugger with a gun to other peoples head.

Why is it allowed to distribute this dossier is’nt the United nation capable of handling this i smell a rat and its name is bush :frusty2:

The only copy of the Dossier was handed over to the US after they offered their services to make copies of the documents for the other security council members.. That gives rise to a number of questions… Perhaps the dossier could be edited/falsifed to satisfy the war mongers within the Bush Administration ???. hmmm…

Iraq Accuses U.S. Of ‘Unprecedented Extortion’](http://www.thebostonchannel.com/news/1829508/detail.html)

Baghdad: U.S. Took Only Copy Of Weapons Report, Could Alter Facts Dec 10, 02 The Boston Channel

BAGHDAD, Iraq – Iraqi officials accuse the United States of trying to alter Baghdad’s weapons declaration to the United Nations. In a written statement, Iraq’s foreign ministry accused the United States of “unprecedented extortion” for taking the only copy of its weapons declaration, which was delivered to the United Nations Security Council on Saturday. Iraqi officials claim the United States might try to change the report as a cover for launching a military strike.

U.S. diplomats took the report from the United Nations Monday to make copies for the four other permanent Security Council members – Britain, France, Russia and China. Those countries agreed to let the United States handle the 12,000-page document because the country serving as the Security Council’s president, Colombia, couldn’t copy it fast enough in a secure location.

Norway’s foreign minister said Tuesday that the method of the document’s distribution shows that some of the members of the U.N. Security Council are being treated like “B nations.” Norway, a non-permanent council member, is upset that the 10 non-permanent members are to get an edited copy that has sensitive material censored.

United States, U.N. Under Fire Over Iraq Dossier](http://reuters.com/newsArticle.jhtml?type=topNews&storyID=1884212) Reuters News

Dec 10, 2002 By Nadim Ladki

BAGHDAD (Reuters) - Iraq said on Tuesday that Washington had strong-armed the United Nations into ceding control over Baghdad’s arms dossier and predicted the Americans would use the 12,000-page document as a pretext to wage war.

On the day that former U.S. president Jimmy Carter used a Nobel peace prize acceptance speech to make veiled criticisms of the present incumbent, George W. Bush, U.N. Security Council officials were under pressure to justify their decision to send Baghdad’s dossier from U.N. headquarters to Washington. Security Council members including Norway and Syria assailed the United Nations over the dossier, accusing it of favoring permanent members the United States, Britain, China, France and Russia while relegating the others to “‘B’ class membership.”

Diplomats and U.S. officials said on Monday that after an intense lobbying campaign, that the United States received an early and uncut copy of Iraq’s 11,807-page weapons declaration and whisked it to Washington for analysis. The United States was then put in charge of making duplicates for its four fellow permanent members of the Security Council – Britain, China, France and Russia – on grounds that Washington had the best photocopying capabilities.

The Iraqi Foreign Ministry said Washington had wrested control over distribution of the documents from the United Nations in “an unprecedented blackmail operation.”" This American behavior aims at manipulating United Nations documents to find covers for aggression against Iraq," said a statement, as U.N. arms experts hunting for banned weapons began their biggest search of a nearly two-week-old mission.

The most obvious reason for only supplying the unedited version of the dossier to the permanent members of the Security Council is that these members already possess nuclear weapons and technology superior to anything that Iraq might disclose. Don't you think it would be pretty stupid to distribute a dossier covering chemical, biological and nuclear technologies to countries that do not have such knowledge? It is my understanding that the only information that is to be edited is the type of technical information that would potentially proliferate technologies for WMD to other countries.

Columbia could’nt copy the dossier fast enought oh man i have heard some lame excuses but that has got to be the worst yet!

Lets face it something funny going on here what a surprise america involved in suspicious actions once again :disgust: :nono:

You think the US will delete the paragraph where Iraq disclosed where it is hiding all the nerve agents???

yeah right

Don't trust america any more than i trust saddam hussain!

do you really believe that a weapon "declaration" dossier will be more like weapon "making" dossier?

also are we assuming that these countries are not responsible enough to handle the dossier?

Un Chief Slams US Dossier Move!

Kofi Annan Slams USA for siezing Iraq Dossier!

Kofi Annan has criticised the way the United States was allowed to seize Iraq’s weapons dossier. The United Nations Secretary-General said some Security Council members were upset with the US for breaking ranks and grabbing Iraq’s report on its weapons programmes.

The dossier was intended only for weapons inspectors.

Mr Annan said: “It was unfortunate and I hope it is not going to be repeated.”

But he rejected claims that, by allowing the manoeuvre, the United Nations had proved it was Washington’s puppet.

The decision upset several of the non-permanent members of the 15-member Security Council, including Norway and Syria.

The Iraqi Foreign Ministry said Washington had gained control over the document in “an unprecedented blackmail operation”.

Kofi Annan says there not a puppet of Washington but this Move by US shows that it is!

I don't think there are WMD recipes in there.. it's the 'suppliers' US is worried about protecting.. they may be US companies who may have supplied stuff which in turn may have been used in preparing weapons. It would be embarrassing if such details were disclosed so the US must take precautions before anyone else sees the whole thing..

Besides most of the detail is in Arabic and maybe the US has more resources at hand to get it translated, not to mention fast state of the art Xerox technology.

and did I mention the rest of the countries need to realize that the UN is a party thrown by US.. they should be glad they were invited.. just don't ask for the master bedroom to make out.

soggy

Let's assume the US is worried about the 'suppliers' name but should it not be in the interest of the US that these list are shown to the other countries so that these company names are highlighted and nobody else in the future can buy any illegal stuff from them.

If the details are in Arabic then who would be a better choice to translate it into English than Syria? :) come on. it's an Arab country man.

Kofi Annan says *"It was unfortunate and I hope it is not going to be repeated." *

Well with the US involved that truly is wishful thinking ;)

Khan and Soggy: It is not the US that will be doing the editing of the dossier. Whether you choose to call them "recipes" or just "technological disclosures" , the Iraqi declaration is supposed to contain a lot of disclosures regarding the state of scientific knowledge and progress made by Iraq in developing WMD. Apparently Hans Blix thinks that certain of this information should not be disseminated for all the world to see because it would be dangerous and could aid countries in developing their own WMD.

If you prefer to find a US conspiracy in only giving the unedited dossier to permanent members of the Security Council, by all means proceed.

Norway is a rogue state, and has shown interest in advanced WMD, and we are editing the Dossier to avoid further Nordic strife.....

Good point Ohio Guy. Tell me, aren't you the least bit suspicious about the timing of Iraq's release of this dossier/declaration? Sounds to me as if it was released to try to persuade the UN Security Council NOT to authorize an attack against Iraq at the very time when such a UN action is under contemplation. VERY coincidental don't you think?

I agree with myvoice. It is very hypocritical to release this dossier at this point after having over 10 years to come clean about their WMD programs.

In all seriousness, I am a little more suspect of Saddams’ apology to Kuwait.

“Uh, sorry about invading your country, burning your wells, stealing everything in your country, but you made me do it!”

It’s amazing to me that there is a huge furball about the release of the British dossier, or some copy job at the UN, but a half-hearted speach from Saddam is not greeted with any rolling of eyes  at all…

He sort of left out an an “I’m sorry” to some slaughtered Shiites, and Kurds. Funny, no cynical comments on that either!

myvoice, im very suspicious about the Bush Adminstrations SUDDEN interest in disarming Iraq from its alleged weapons... especially after so long... 11 years is a VERY LONG time for the US to demand that Iraq disarm or face attack. Many analysts believe its all about 'Regional dominance' and the control of one of the largest Oil reserves in the world with US companies already lining up to get a piece of the PIE; Also that its a part of the BUSH attempt to DIVERT attention away from domestic problems such as the Energy scandals which have shown his Adminstrations links to Corporate Corruption.. and the state of the economy with thousands of people being laid off in the midst of a recession.

funny how americans forget there own slaughters and masscres and no apologies either how about a fresh reminder

1.5 million iraqis dead no apology blame saddam they cry

George bush Senior instead will say i will never apologize for anything the united states does

Arrogance Personified :mad2:
