Let me give you some examples from history.
When Hujjaj bin Yousuf sent in Mohammad bin Qasim (and two prior campaigns), poor slob sitting in Debal (Raja Dahir) didn’t threaten Iraq. Dahir indirectly supported the pirates looting Arab trading ships. That resulted in an indirect threat to Iraqi interests.
When Khairud Din Barbarosa destroyed Venus, and other European ports in the Mediterranean, no one was attacking Istanbul. Europeans simply posed an indirect threat to Ottoman interests.
When Argentineans generals occupied Faulklands, they didn't threaten London, or your home in Luton's aloo store. They simply posed an indirect threat to British interests.
In WWII, Germans did little damage to Mainland America. Yet Hitler was declared enemy #1 because he threatened US allies thus posing indirect threat to American interests.
I hope you can see that big powers of the time have to look beyond their immediate borders. Otherwise they will no long be big powers.
