Saddam Hussein has been acquiring the technology to build a long-range “supergun” capable of firing nuclear, biological and chemical weapons, German prosecutors allege.

The claim follows the charging of two Germans who allegedly bought cannon drilling equipment and shipped it to Iraq via Jordan four years ago.

The investigation into the Mannheim-based firm Alriwo began last year. Hubert Jobski, from the prosecutor’s office, said yesterday other arrests were expected, and the two men under arrest could each be sentenced to 15 years if found guilty.

“We are convinced that from Mannheim the equipment went to Iraq,” said Mr Jobski. “Others will be accused in the case, and we hope to wrap it up very soon.”

The prosecution says that one of the accused men, Alriwo employee Bernd Schompeter, bought equipment worth about £220,000 from another company called Burgsmueller in north Germany.

GERMANY’S role in helping to rearm Iraq will come under fresh scrutiny after two businessmen were accused of acquiring equipment for President Saddam Hussein’s much-coveted supercannon.
The arrests underline fears that Saddam’s network has been actively shopping on the world’s black markets despite a 12-year United Nations embargo on arms imports.

The prosecutor’s office in Mannheim confirmed yesterday that two Germans would be tried in January for shipping drilling tools to Iraq via Jordan. “The equipment was exported to Jordan solely to avoid compliance with the embargo on military shipments to Iraq,” Hubert Jobski, a prosecutor, said.

The drills can be used to manufacture the tubes of Iraq’s planned al-Fao supercannon, which could fire shells armed with atomic, biological or chemical agents up to 35 miles. The equipment was delivered between April 1999 and December 2000, which suggests that Baghdad has been actively constructing its supercannon. It is not known if any have been built.

The importance of the trial, which comes after a complex three-year investigation, is that it will show that although UN inspectors destroyed much of Saddam’s chemical weapons arsenal before 1998, and seriously depleted his bio-weapons programme, the West has done little to destroy the network buying arms and technology. The absence of UN inspectors and Iraq’s growing revenues from black-market oil have allowed Baghdad’s middlemen to continue shopping in Europe.

George Tenet, director of the CIA, contradicted President George Bush in Washington by stating that President Saddam was unlikely to attack the United States with either conventional or weapons of mass destruction in the near future. But he warned that the Iraqi leader might do so if an invasion by America became inevitable. In a letter to the Senate Intelligence Committee, Mr Tenet released previously classified testimony in which a senior CIA official said the risk of an unprovoked attack by President Saddam was “low”. Iraw tried to develop this Supergun in the 1980's until the chief erchitect of the program and the designer of the gun was assassinated by the Israelis. Not to worry, they will get to the new guy too. They are excellent at weeding out terrorists.
