Iran will probably get out of this the same way that Raymond Davis did. Pay a couple of million to the dead person’s family and buy the get-out-of-jail free card.

This loophole has to be plugged. The lenience in Shariah is not there for the exploiting like some kind of a law code. If the victim’s family is truly not willing to pardon, the Govt. or Agencies should not force the family to accept the offer.
