my question is, before launching a satellite, dont countries need to inform some international authority, to reserve a place in the specific orbit. How can you keep it hidden and surprise the whole world. What if China was launching a satellite at the same time and targeting it to be at the same spot as Iranian satellite?

seems both USA and Israel knew about it or were able to detect the launch from Iran…Iran most likely launched it into a polar orbit as shown:
