Neither the Indian/Pak newspapers nor that blog has raised that as an issue. Everyone is on the same page in that the franchisees took that decision for business reasons.
While the merits of the business strategy can be debated endlessly, there is not evidence (beyond paranoid conspiracies) to say that anyone other than franchisees were involved in the decision.
