Ok, so this iphone 4S was found to have 70% battery life at Apple store test, but from what I have seen the battery is fluctuating a lot more unless 70% is bad itself.
Apple wants 85-90 bucks for this job. I have seen battery kits from $5 - $30 bucks and also have seen very bad reviews in feedback as well. Has anyone have had any good experience with any of the third party stores and/or DIY kits or is apple the only credible option?

Why would they when they can charge for it? 
It doesn’t seem super hard, at least like changing a hard drive on a laptop, but mainly what I am worried about is duds. I have had that happened where the Note 2 battery isn’t all that great, but it isn’t hard to put in the original one again by just popping the cover.

If you don't mind increasing the thickness of your phone by little, try mophie battery case.I think you can get it for under 30 dollars from eBay.
