Absinthe is released for Windows as well. I jail broke my 4s, but the carrier unlock doesnt work for now so its pointless for me right now 
Absinthe for Linux has now been released as well

My iphone 4 has been jailbroken for a while now. iPad 2 jail break was needed.
unlock is still remaining though.

^ nope. By JB we mean that we can install third party apps from cydia store (and unlock utility is just one of those apps / utilities)
TLK bhai. Unlock means you can use it on any carrier. Jailbreak means you can use third party applications and add tweaks like make Siri do more than just search. Like you can tell Siri to turn wifi like that
