Investing in FATA

It needs to be done, but should these areas accept rule of law before Pakistan invests resources in these areas? What’s the point in building schools if they are going to be burned down? Peshawar’s a great example of a relatively successful city in NWFP but the likes of Wana and other tribal areas, while they see themselves as a law apart, what justification is there for investing in these regions?

Why not? Majority of the people I think are at the mercy of those who oppose the construction of schools and any development work. In my view, there is no need for these special areas. The president according to the constitution of Pakistan can dissolve any such special region.
Their policies and special privileges enjoyed by them should be inline and harmony with the rest of the country. While other provinces oppose the safe havens being provided to the most wanted people, some people from within these areas continue to defy the laws of the land and continue providing refuge to the outlaws.

Investment leads to progress...but what if these regions are so proud of their culture and customs that they would rather not have progress? If they don't recognise Pakistani law or authority, how can these same authorities justify spending the nation's funds on them? And is it necessary or even appreciated?

Whether it is appreciated...NO
whether it is neccessary...YES.

I really do not condone any activity by government whereby people of that partcular province, lets say Balochistan fail to accrue any benifits from the development in their province. However, I do support governments operation and the inroads they are making in these areas. I think enough is enough. These people exploit the poor people, want them to live downgraded life and control their resources and castigate the government from time to time.

Then there are areas where some people want to maintain their own customs and are vehemently opposed to any sort of advancement. Whether they appreciate it or not but I believe that there is a lot of mainstreaming that needs to be done. Why should any area be isolated from main stream public life. (political, social) Retaining culture is one thing but remaining backward in the name of culture and religion is a totally different thing.

In the Constitution,
(a) "Tribal Areas" means the areas in Pakistan which, immediately before the commencing day, were Tribal Areas, and includes
(i) the Tribal Areas of Baluchistan and the North- West Frontier Province; and
(ii) the former States of Amb, Chitral, Dir and Swat;

(b) "Provincially Administered Tribal Areas" means
(i) The districts of Chitral, Dir and Swat (which includes Kalam), the Tribal Area in Kohistan district, Malakand Protected Area, the Tribal Area adjoining Mansehra district and the former State of Amb; and
(ii) Zhob district, Loralai district (excluding Duki Tehsil), Dalbandis Tehsil of Chagai District and Marri and Bugti tribal territories of Sibi district; and

(c) Federally Administered Tribal Areas includes
(i) Tribal Areas adjoining Peshawar district;
(ii) Tribal Areas adjoining Kohat district;
(iii) Tribal Areas adjoining Bannu district;
(iv) Tribal Areas adjoining Dera Ismail Khan district;
(v) Bajaur Agency,
(va) Orakzai Agency,
(vi) Mohmand Agency,
(vii) Khyber Agency;
(viii) Kurram Agency;
(ix) North Waziristan Agency, and
(x) South Waziristan Agency.

Pakistan needs to invest in and develop the FATA. If there are elements in the FATA who are not accepting of this investment, then it should be done anyway.

Alongside this investment, in this case, should be a massive deployment of military assets through the region to thoroughly pacify it.

from what i know, plz correct me if i am wrong, i might be mixing up areas, but i think the agha khan foundation is already doing some dev work there

the pak govt better start doing something there too

its all abt resources..and we're scarce on resources...right now we're already spending energies on gwadar...dono if we can afford another large scale devpt proj..but we shud definitely do it...

Yes we need army all over these areas; we need army in Balochistan and Pakhtunistan. We need to teach them a lesson with might, force and submit them in to the will of the state.

The tribal areas will never be modernized nor will Pakistan help develop it. You people are acting like that people of those areas have not been asking for any sort of development help from the past 40 years. People of that region have asked for all sort of help from the time of Ghaffar Khan till today. The help never came, the only thing came was more and more support for Mullahs and deobandi Madarassas. Mass infiltration of Jehadis from Palestine, Kashmir, Philippines, Egypt, Jordan, Yemen, Saudi, India, Chechnya, Uzbekistan, Tajikistan, Turkey, Iran, Iraq, Indonesia, Malaysia, China, Afghanistan and so on. Pakistan knew all well, especially when Pakistani leader Zia Ul Haq promised the Ummah an Islamic bomb. Reading your posts shows the level of ignorance there is amongst Pakistanis when it comes to the tribal areas. This image of the people of that region as some 16th century barbarians is wrong and has been promoted only to discourage others from looking into what has been going on there for the past 20 years.

You don’t need to send your military to control those areas; from every Malak to every Mullah to every Phir and Fakeer, they are bought by Pakistani intelligence. They can declare a 5 time praying Pakhtun into a Kafir and Hashish producing Khan into halal earner with their stamped fatwas from Islamabad. Their mass gun production helped and their guns smuggled out into Arab countries for raw cash, their mass production of poppies helped smuggled out of the country from Karachi port to UK, Russia, and Middle East to support all sorts of Pakistani interests. Pakistani generals in Islamabad use poppies as decoration in their homes.

Though the people of these areas must read all of this in order for them to understand that it is not being done for the cause of Allah, Islam, nor is it done for their Islamic country under La illah ha ilalah.

No matter what when the sh*t starts to smell it will be their ass toasted with cruise missiles and their own Pakistani brothers will ask for brute force to be used against these farmers, mud hut, cave dwellers.

But let those Pakistani brothers know who wish to use this brute force against their poor that the sons of these poor have already infiltrated their military ranks. Instead of those bombs falling on place like Wana they might “accidentally” fall on Islamabad, Karachi, and Lahore.

Blood is thicker then water remember that.

Correct to an extent! Nek Mohammad was not on the take. He had his own financial and or ideological reasons to support AQ members.

We are talking about two distinct issues here. Law and order situation, and investment funding for development.

For Law and order situation, FATA is not unique. There are many AQ cells throughout Pakistan, and military / police is going after them as we speak. Gurjrat is not in NWFP and police had to fight for 12 hours to catch the harami AQ terrorist. The same goes for Karachi and Faisalabad. WANA is no exception.

For development funds, Ex Governor Fazle Haq of NWFP brought electricity to a whole bunch of FATA areas. WAPDA had huge problem collecting bills. Line loss (real loss + theft) was around 20% for urban areas. For FATA it was close to 90%. I hope the situation has improved recently.

It is upto FATA people to be organized, and disciplined for inviting funding, and other investment. If they don't get their act together, they will remain in poverty forever.
