if a woman or a manare drawn to each other for who they are - their mysteriousness, a new aspect of their strong and stumpingly daunting personality, their perfection, their strength in character, or quiet ways in which they get what they have in mind to get done, how does ‘intrigue’ leads to a decision to pursue that person, and when it does, how can one win the other?

You ask about intrigue in a relationship but then go on to say, " how does 'intrigue' leads to a decision to pursue that person, and when it does, how can one win the other?" So what you actually mean is how does intrigue affect attraction? Do you mean chemistry between two people? I do believe that some people (without really knowing eachother) can just click or have chemistry. This can naturally lead them to want to pursue the other person. Winning the other person however is another issue altogether.

If one is truly intrigued by 'someone', then I think his/her ability to reason and hence arriving at the decision of pursuit will be diminished and he/she would just instinctively want to pursue that 'someone.'

Now, for 'winning that person' is certainly a different issue, as saimanyc mentioned above. The person, who has been intrigued, might cross all the limits to get the other person (this can be the evil and insane way though); or directly confront the other person (this would be aar ya paar kind of situation); or simply resort to praying and asking Allah (swt) for what is best (this would be the easiest, safest and best way to go). However, regardless of the action plan undertaken, there is never a guarantee that one will win the person who has intrigued one.
