Going by logical pattern finding I agree with queer and Muzna
Although … If taken literally 3 = 3 … all the ones before it are wrong … Since when did 8 = 56? or 7 = 42? ![]()

when we multiply the top two numbers and the product to the product of bottom two numbers, their sum gives the number in the circle, e.g. for first circle (4 X 5) + (6 X 3) = 38 ;
Similarly for 4th circle, answer = (8 X 4) + (3 X 5) = 47
