Just to add something to your point.

If a person makes the intention to do a bad deed but doesn’t do it because he’s not able to for some reason, there’s neither any reward for him, nor any sin. However, if he makes the intention of doing a bad deed but decides not to do it out of fear of Allah, he gets rewarded for that.

On the question of comitting a bad deed with a good intention, it is perfectly valid. To give you an example, there is a unanimous agreement among fiqh scholars that if you can prevent a greater sin by performing a less serious sin, it is obligatory upon you to do so.
