In last week’s wsj (which is in the recycle bin) there was article on an IBM chip with intelligent design. Based on Samsungs 28 nm process technology. Design not based on conventional chips. Simulates brain. Two orders of magnitude less power consumption. Found a link above that describes this technology.
Interesting stuff. Something for Intelligent Design proponents and Creationists also.

Firstly this development has nothing to do with intelligent design theory.
How could you simulate a brain when you dont understand how it performs functions?
It reminds me a statement of a brain scientist which says, when people say they understand 12% of the function of brain, I literally laugh. Implying we are not even sure of 12%.
I believe that 'biotech revolution' is not possible and the type of development and amount of investment for the project suggests same.

I think OP may have used intelligent design in the title as bait. Can't speak for him though.
Note that the WSJ article does refer to intelligent design of IBM chips. I can vouch for it, since OP shared the hard copy with me.
