Asking if someone is married or not is not so bad. But if one starts getting really nosy and asking questions like "are you seeing anyone?" "I can't believe you're not married yet! Why are you not married?" That's more rude, I think. Asking someone if they have kids is not rude. Asking someone "WHY they dont' have kids yet? is rude though.
Usually (though maybe not always) the married women will be wearing a ring on their ring finger. So, you can tell without having to ask. It depends on personality as well. I tend to be a more private person....and I don't ask people questions about their personal life. So....i get annoyed when people (especially those I'm not close to) start getting personal with me. And I've had people (some I'm not close to) ask me how much money I make, why I'm not working at certain place anymore. It surprises me since I try to be careful about these things myself.

Keep in mind that sometimes a person might feel it is rude when a particulary person asks something, but not when another ask the same question. For example I asked my friend a certain question and she felt that it was nosy when I asked, but she had answered graciously the same questions from my sil and another friend. For these kind of things, it is sometimes not your fault, and is just situation dependent, and you cant do anyting about it. So just learn from it and modify your conversations accordingly to fit the person's needs.
Its actually not rude to ask the basic questions but when people get too nosy how you two meet or more personal stuff then its annoying.

Why to be so inquisitive. If you patiently wait while chatting small talks you would eventually get to know. Or simply put up a question What do you think of Marriage ? You sure will get to know he or she is married or not.

oh never should you ask directly.
Just strike a conversation, and through that you will find out if she is married, has kids etc.
If you ask directly, the girl will be sooooooooo freaking high in the sky thinking you are looking for a rishta... which she will be rejecting anyways.
