What the article is trying to say is that as the Pakistani citizens are paying the "terror surcharge" they have no capacity to fund the deal that the remotely controlled PM wishes to strike with US ( what's his incentive by the way) where the next payoff to the Generals will come from, and add to the citizen's "corruption load" . Isn't a corruption free and progressive regime was what the General promised and has been the excuse for staying in power. How soon the great men get exposed, need not say suits, army finery or shalwars. The meaning is clear. You can easily compute the "terror surcharge, corruption load & the mismanagement burden " number per Pak citizen if you want to . The defense spend in Pakistan is 8% to 10% of the GDP against about 3%-4% for India. So you divide the extra 4% to 7% GDP spend by the number of people in Pakistan & get a number to start you off with. This is on yearly basis you guys have to pay. Add to it the per capita debt that the country has to beg for and is very wisely added onto every year to prevent default . Add to this the lost opportunity in trade as foreign buyers don't visit any more, the advisories my dear and you have to buy smuggled Indian goods at higher prices through Dubai based middlemen. Add to this the opportunity cost of diverting this money from education, health infrastructure on which there isn't any thing to spend any way . If you cant' get write a letter to the editor of this Pakistani News Paper, he may be able to explain it to you in the language you understand, or better still they write another such article for the general benefit of the Pak Public. I think I should bring it to their attention. Further, you could also add the difference between India & Pak per capita GNP though it is not much to this computation. You may have heard why the Soviet Union collapsed, they were competing with USA without the means. That is what the article is really saying, a mortgaged nation with a bonded foreign policy. Is been almost 55 years since the colonialists left, or they haven't still ...that's the question for you My Dear to figure out.

The Indian's worried about us mis managing our coffers. I think we have forgotten just a few months ago india decided it would presue the great space race by dreaming of sending a man to the moon before the chinese. This all coming form a nation who have over half the world's hungry liying on their street's.

Mis-Management of Money and Priority's indeed. A little pause for thought for our Indian counterparts, the reason Pakistan spends so much money on defence is because it's got the world's second largest Army breathing down its neck... Besides look at your military spending did you know that by 2005 india will become the world's largest purchaser of Military Arms.
