3 more RAW agents arrested in Lahore
LAHORE - Sensitive agencies Saturday arrested three more alleged RAW agents from Bedian Road and recovered bogus identity cards, photographs of various religious leaders, maps of important places of major cities of the country and other sensitive documents from their possession.
The arrested RAW agents are identified as Muhammad Akmal, Umer and Sardar Muhammad. According to the sources, officials of sensitive agencies got information about mysterious activities of the three suspects and arrested them from a hideout near Bedian Road.
During interrogation they told the officials about their services for RAW and confessed that they had been providing the Indian agency with important information about important religious leaders of Pakistan, their activities and sensitive installations. The Sensitive agencies recovered from their possession bogus Identity Cards, photographs of the religious personalities, video cameras, pictures and maps of major cities and secret documents.
The arrested RAW agents have been shifted to unknown place. It merits mentioning here that CIA police too had arrested three RAW agents from the same area some weeks back.
During interrogation, the said RAW agents had confessed their involvement in carrying out blasts in Lahore.

Three India-trained spies held in Pakistan, says media report
LAHORE - Three people, allegedly trained by Indian intelligence agency, were arrested Thursday, media reports here said.
Lahore police chief Pervaiz Rathore told a press conference here that the three Pakistani citizens were arrested Thursday in a village close to the Indian border in Lahore, Geo TV reported.
The three agents used to provide photographs of important places to Indian spy agency Research and Analysis Wing (RAW), while some important buildings were also on their target, the official said. He added that they had also visited India.
*The official said the men were instructed to carry out attacks in strategic locations in Pakistan, the Geo TV report added.

Parvez Rathore said the three men crossed the border seven times and confessed to documenting some important assets of the banned organisation Jamaat-ud-Dawa, which was their next target.
Another media report said they were also involved in a bombing in Lahore in 2006, in which two people were killed.

Arrested Militants Confess: RAW, Afghan Agency Funding Pakistan Terrorism
Pakistani investigators have made a major breakthrough and uncovered several leads that link terrorists and criminals inside Pakistan to the Indian intelligence and the secret service of Hamid Karzai. An Indian explosives expert is leading groups of terrorists inside Pakistan. The recruited suicide bombers have been brainwashed to believe they are on a religious duty. Others are plain criminals. The new information confirms the suspicions that the so-called ‘Tehrik-e-Taliban Pakistan’ is heavily infiltrated by foreign spy agencies in Afghanistan and has little to do with the Afghan Taliban.
LAHORE, Pakistan—Three arrested members of a militant gang especially deputed by the so-called ‘Tehrik-e-Taliban Pakistan’ have disclosed that** RAW has been funding suicide bomb attacks in Pakistan and that the Indian agency has funneled PKR 680 million through its contacts in the NDS, the Afghan secret agency.**
The gang of three persons has brazenly admitted that they belong to a group of persons who had been deputed to ‘destabilize democratic Pakistan’ in order to create a confrontation with the Pakistani military. They were told to carry out their activities under the pretext of ‘enforcement of Shariah’ in the country.
Operators of the Federal Investigations Agency [FIA], a Pakistani intelligence agency, working beyond the call of their duty, came into contact with a source ready for a tip-off against a reward. The tip-off led to the arrest of Khurram Ishtiaq, Ghulam Mustafa and Shamim. The persons had been working under Qari Hussain, second-in-command to Baitullah Mehsud.
All of the three had been arrested on Aug. 13, 2008, while they were on the prowl for a target. The militants had been arrested ‘red-handed’ as they possessed complete suicide kits, including two jackets and 70 kilogram of explosives and detonators.
The accused were hardened militants and took a lot of time to break and make confessions. They revealed that Qari Hussain had been working to help three adjutants—Farukh Usman alias Shahjee, Tayyab alias Baba; Ustad, the trainer to destabilize the elected government.
Qari Hussain, the leader, prepares suicide bombers and dispatches them throughout Pakistan. He also manages funds for the splinter groups from RAW which works in collusion with the Afghan intelligence agency NDS.
Farukh Usman works as Qari’s deputy and runs the sub-setup to carry out attacks in Lahore and Punjab in general. He was the mastermind of suicide attacks on the FIA building, Naval War College, Model Town, Lahore High Court and PAF bus in Sargodha, investigations have revealed.
Tayyab alias Baba mainly deals with Rawalpindi/Islamabad. He was the man behind blasts at Aabpara Market and Marriott Hotel. **The third person known only as Ustad is an expert at making bombs. He is said to be of Indian origin and he ‘works with a vengeance’. He is the man who leads suicide bombers to the marked site of the blast.**
The investigation revealed that there are two sub-teams: three persons of one team work under Ustad. Two of the arrested persons—Shahmim Alam alias Sohail alias Kashif alias Uncle and Khurram Ishtiaq alias Ibrahim—have been active members of the TTP and worked under direct guidance of Ustad.
Shamim was the facilitator. His task was to distribute funds to suicide bombers at the behest of Qari Hussain and Tayyab alias Baba. Being educated and a well-dressed civilian-look-alike, he was assigned another important job of providing ‘reconnaissance of the target area’.
He possesses the canny ability of mixing up with urbanites. Khurram Ishtiaq alias Ibrahim is a well-trained militant. His job is to harbor suicide bombers at a secret venue until they are led to the area of operation to carry out the job. The third person of this setup, Sajid, is a resident of Ali Khel, Waziristan. It is not certain whether his services were ‘utilized’ and in what way this was done.
Another team which works under Farrukh Usman alias Shahjee includes Bablu, Rehan, Ghulam Mustafa alias Asif (the third arrested person) and Abdul Rahim.** Bablu’s assignment is to provide explosives at the nick of time when the suicide bombers have been finally prepared to perform the ‘sacred feat’.**
Ghulam Mustafa and Abdul Rahim, both diehard terrorists, serve as guards in the rear ensure that none of perpetrators develop cold feet at the last minute and try to escape. In that case, there is only one choice left and that too leads the would-be perpetrator to heavens.
Former boss of the FIA, Tariq Lodhi, had recommended a reward and commendation for the team that arrested these terrorists. But sources say the FIA new chief, Shoaib Suddle, turned it down on the grounds that agency operators just did their job and no reward should be given for performing a duty.
The team members disclosed that they had arrested two prime targets during the government of former President Pervez Musharraf and both had a head money of $5 million each but the reward money was shared by two other premier spy agencies instead of passing some of the reward money to the individuals who had arrested them on their own initiative.
The team has long been working on the militants but they got the culprits apprehended through a middleman who was ready to divulge more but “only if he was rewarded for the catch.”

Indian Terrorists Arrested in Pakistan

LAHORE december 25. Law-enforcement agencies claimed on Thursday to have arrested three Indian nationals, two of them brothers, in the city on information provided by detained Indian spy Satish Anand Shukla, who was arrested from a place near the Bahawalpur House after a blast in the area on Wednesday.
Police sources told Dawn that three Indian nationals, identified as Ram Kumar, Ram Chandar and Prakash, had been arrested from the Shafeeqabad area early in the morning. Some arms, a camera and maps were found in their possession.
The sources said that Shukla and the other three Indians were involved in Wednesday’s bomb blast, adding that information received from them during interrogation might lead to more people and their connection with the neighbouring country.
The chain of Indian spies could be long and linked to local people, they said. A highly-placed source said that concentration of Hindus in the Walled City had come to light after a visit of Satish to Androon Lohari Gate.
Meanwhile, a police official told Dawn that a driver of the Punjab Fisheries Department, who had been questioned in connection with the Lahore bomb blast, was still in custody, but he had not provided any useful information.
He said police were now waiting for the outcome of interrogation of the detained Indians for information about the blast and their future subversion plans.
He said investigators had found a cell-phone at a place not far from the blast site. The phone which can be operated by remote control has been handed over to the Special Investigation Group (SIG) of the Federal Investigation Agency for forensic analysis.
**“The presence of a remote-control cell-phone suggests that the people who had parked the explosives-laden vehicle had used the phone to detonate the explosives,” he said.
He said investigators had also found a used phone card in the wreckage of the vehicle which would be of help in tracing the network of saboteurs.**

US Report: Direct RAW Involvement In East Pakistan Secession
ISLAMABAD: A sensational American report has confirmed the Research and Analysis Wing (RAW), India’s most powerful intelligence agency, was directly involved in the secession of East Pakistan into Bangladesh, and is currently engaged in similar activities. RAW has a long history of activity in Bangladesh supporting both secular forces and the area’s Hindu minority, masterminding the break up of Pakistan in 1971, says the report made available to the News Intelligence Network (NIN) The report has been prepared by the innocent sounding Federation of American Scientists (FAS), a group which is however engaged in analysis and advocacy on science, technology and public policy concerning global security, especially about countries which have nuclear capability.
It is a privately funded non-profit policy organisation, whose Board of Sponsors includes 55 American Nobel laureates. FAS was originally founded as the Federation of Atomic Scientists in 1945 by members of the Manhattan Project, who produced the first atomic bomb. RAW is extensively engaged in disinformation campaigns, espionage, sabotage and terrorism against Pakistan and other neighboring countries, reveals the sensational secret report. It also gives details of the truly alarming involvement of RAW in terrorist activities in Pakistan. The report reveals the involvement of RAW in Bangladesh dating from the 1960s, when it promoted dissatisfaction against Pakistan in the then East Pakistan, including funding Mujibur Rahman’s general election in 1970 and providing training and arming to the Mukti Bahini. The report claims an estimated 35,000 RAW agents have entered Pakistan at various times between 1983-99, with 12,000 having worked in the past or working presently in Sindh, 10,000 in Punjab 8,000 in North West Frontier Province and 5,000 in Balochistan. “As many as 40 terrorist camps are currently operating at Rajasthan, East Punjab, [occupied] Kashmir, Uttar Pradesh and other parts of India and are run by RAW’s Special Service Bureau [SSB],” the report reveals. The report further confirms that throughout the Afghan War, RAW was responsible for the planning and execution of terrorist activities in Pakistan to deter Islamabad from supporting the Afghan liberation movement against India’s ally, the Soviet Union.
“The assistance provided to RAW by the KGB enabled RAW to arrange terrorist attacks in Pakistani cities throughout the Afghan War,” the report says. “The defeat of the Soviet Union in Afghanistan did not end the role of RAW in Pakistan, as it established training camps in East Punjab, [occupied] Kashmir, Uttar Pradesh and Rajasthan where agents are trained for terrorist activities,” it reveals.
It further says that RAW has become “an effective instrument of India’s national power, and has assumed a significant role in formulating India’s domestic and foreign policies.” RAW, according to the report, has enjoyed the backing of successive Indian governments in these efforts. Working directly under the Prime Minister, the structure rank, pay and perks of the Research and Analysis Wing are kept secret from parliament.
“Current policy debates in India have generally failed to focus on the relative priority given by RAW to activities directed against India’s neighbours versus attention to domestic affairs to safeguard India’s security and territorial integrity,” the report says. It points out that RAW has had limited success in dealing with separatist movements in Manipur and Tripura in the northeast, Tamil Nadu in the south and Punjab and Kashmir in the northwestern part of the country.
RAW, it adds, has failed to neutralise freedom fighters in Kashmir and similar indigenous movements in Kerala, Karnataka and other places, along with economic and industrial espionage activities in New Delhi and Bombay. Giving a background of the intelligence agency, the American report says RAW was set up in 1968 “specifically targeted on Pakistan”.
Pakistan, the report says, has accused RAW of sponsoring sabotage in its Punjab province, where it has been supporting the Seraiki movement, “providing financial support to promote its activities in Pakistan and organising an International Seraiki Conference in Delhi in November December 1993″. It adds: “RAW has an extensive network of agents and anti-government elements within Pakistan, including dissident elements from various sectarian and ethnic groups of Sindh and Punjab.”
According to it, India is funding the current upsurge of terrorism in Pakistan “and has been behind the sectarian violence between Shias and Sunnis, which has resulted in thousands of deaths in the last few years.” Terrorist activities in Pakistan attributed to the clandestine activities of RAW in the report include:
A car bomb explosion in the Saddar area of Peshawar on 21 December 1995, which caused the death of 37 persons and injured over 50 others.
An explosion at Shaukat Khanum Hospital on 14 April 1996, claiming the lives of seven persons and injuries to over 34 others.
A bus traveling from Lahore to Sahiwal was blown up at Bhai Pheru on 28 April 1996, causing the deaths of 44 persons on the spot and injuring 30 others.
An explosion in a bus near the Sheikhupura Hospital killed nine persons and injured 29 others on 08 May 1996.
An explosion near Alam Chowk, Gujranwala on 10 June 1996 which killed three persons and injured 11 others.
A bomb exploded on a bus on GT Road near Kharian on 10 June 1996, killing 2 persons and injuring 10 others.
**On 27 June 1996, an explosion opposite Madrassah Faizul Islam, Faizabad, Rawalpindi, killed 5 persons and injured over 50 others.
A bomb explosion in the Faisalabad Railway Station passenger lounge on 8 July 1996 killed 3 persons and injured 20 others.
Another startling claim made by the American report is that it was RAW that was behind the hijacking of an Indian airliner to Lahore in 1971, “attributed to the Kashmiris, to give a terrorist dimension to the Kashmiri national movement”.

The report continues: “During the course of its investigation the Jain Commission received testimony on the official Indian support to the various Sri Lankan Tamil armed groups in Tamil Nadu,” the report reveals. From 1981, RAW and the Intelligence Bureau, according to the report, established a network of as many as 30 training bases for these groups in India. Centres were also established at the high-security military installation of Chakrata, near Dehra Dun, and in the Ramakrishna Puram area of New Delhi.
The report says that RAW and the Ministry of External Affairs are provided Rs. 250 million annually as “discretionary grants” for foreign influence operations. “These funds have supported organisations fighting Sikh and Kashmiri separatists in the UK, Canada and the US,” it says.
It further reveals: “An Extensive network of Indian operatives is controlled by the Indian Embassy in Washington, DC whose covert activities include the infiltration of US long distance telephone carriers by Indian operatives, with access to all kinds of information, to blackmail relatives of US residents living in India”. Citing an example, it says that in 1996, an Indian diplomat was implicated in a scandal over illegal funding of political candidates in the US. Under US law foreign nationals are prohibited from contributing to federal elections.
The US District Court in Baltimore sentenced Lalit H. Gadhia, a naturalised US citizen of Indian origin, to three months imprisonment. Gadhia had confessed that he worked as a conduit between the Indian Embassy and various Indian-American organisations for funnelling campaign contributions to influence US lawmakers. Over US $46,000 from the Indian Embassy was distributed among 20 Congressional candidates. The source of the cash used by Gadhia was Devendra Singh, a RAW official assigned to the Indian Embassy in Washington, the report says. It adds that illicit campaign money received in 1995 went to Democratic candidates including US Senators Charles S Robb (D-VA), Paul S. Predictably, the SARC summit opened with its focus on terrorism. Predictably, the smaller nations plagued by terrorism, have, for obvious diplomatic reasons, skirted round the issue of identifying the chief manufacturer and exporter of terrorism in the SAARC region – India. She is also primarily responsible for the economic and political stagnation of the SAARC region. India’s overt hegemonism and covert terrorism, both of which are linked to separatist movements outside its borders, have delayed the integration of its neighboring countries into a viable unit that could race ahead to achieve results comparable to that of other regional blocs.
Despite the repetitious platitudes it proffers from time to time of historical and friendly relations India has failed to live up to either the historical or the friendly relations needed to make SAARC a regional power. India cannot give the lead due from a benign force because it is mired in its own morass of political hypocrisy and narrow self-interests. India’s meddlesome regional politics has played a central role in retarding progress not only in stabilizing the region but also in alleviating poverty.
The Nehruvian non-aligned policies declared so pompously at Bandung, or its latest manifestation in the Gujral doctrine is as good as principles written on water. For instance, the “Gujral Doctrine”, states: “first, with its neighbours like Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka, India does not ask for reciprocity, but gives and accommodates what it can in good faith and trust.
Second, we believe that no South Asian country should allow its territory to be used against the interests of another country of the region. Third, that none should interfere in the internal affairs of another. Fourth, all South Asian countries must respect each other’s territorial integrity and sovereignty. And finally, they should settle all their disputes through peaceful bilateral negotiations.”
India has violated practically every one of these tenets. And from the Himalayan heights in Nepal right down to tip end of Sri Lanka the common cry is against “Indian expansionism”, “Indian imperialism”, and “Indian interventions”. India survives in the region not because of its diplomacy or adherence to Gandhi-Nehruvian principles but through the sheer weight of its size. This has posed a serious question for the neighboring nations: can they achieve their goals within a SAARC dominated by India?
This region, which consists of one-fifth of the world’s population, will continue to lag behind the rest of the world if India continues to pursue its politics of destabilizing the neighborhood for its short term benefit. In the long term it is going blowback and drag India down, inhibiting its own growth. India must decide now whether it wants to grow together or at expense of its neighbors. If it is the latter India will have to pay for it dearly in the years ahead.
It doesn’t need much for India to correct its path. All what India needs is to follow the path it recommends to others, particularly its neighbors. T**o begin with, India must put an end to its two main exports:
India accuses Pakistan of encouraging and exporting terrorism to Kashmir. But the Indian Prime Minister has no qualms in serving tea and sympathy to Tamil MPs who are the avowed proxies of Tamil Tigers. What would Indian punditry have to say if the Pakistan Prime Minister Shaukat Aziz invites the Naxalites for chai tea in Islamabad?
India cannot pretend forever that it is the source of all goodness and that all evil comes from its disobedient neighbors. Historical facts reveal that the smaller neighbors would have been better off without India. Sri Lanka, for instance, wouldn’t have had to face the current problem of Tamil Tiger terrorists if Indira Gandhi did not mother the Tamil terrorists in her bosom and exported them to Sri Lanka. India was also caught red-handed in providing sub-standard radar equipment to Sri Lanka which has enabled the Tiger light aircraft to penetrate the air defenses and bomb the key air base at the Katunayake airport.
**Then in 1989 India rushed its gun-boats to Maldives by engineering a Tamil rebel group to “invade” Maldives. India enacted this drama in the Indian Ocean in the name of stabilizing the region. But the whole episode was manipulated by the Indians to signal that the Indian Ocean belongs to her. It was an act of arrogant posturing in the Indian Ocean at the expense of a tiny nation that could hardly harm a sprat.

One of the obnoxious habits of the arrogant India is to flex its muscles to stamp its questionable authority on the region. This is a sign of Indian weakness than a show of its strength. Despite its size India needs the smaller countries more than the smaller neighbors needing India. President Ranasinghe Premadasa proved this when India tried to sabotage the SAARC summit held in Colombo. India, at the last minute decided to boycott the summit to teach President Premadasa a lesson because he was refusing to toe the Indian line. When India decided to boycott the summit Pesident Premadasa immediately got on the phone to the heads of other SAARC countries and organized a summit without India. Then India realized its folly and came down to earth. In the end. It was Premadasa who taught India a lesson. He proved that the small neighbors can function without India though India cannot function without the smaller nations.
The reality is that though the neighbors get along fine with each other India behaves like a crotchety old woman meddling in the affairs of the family and neighbors. Before Afghanistan joined SAARC all problems of the region were linked to India. And those problems still remain unresolved. Bangladesh has its problems with India over disputed maritime borders and the waters of the Ganges. Nepalese are worried about Indian arm-twisting. India is also leaning heavily Bhutan to keep the northern Himalayan border within its sphere of influence. The Indo-Pakistan wrangle over Kashmir has been a perennial problem which is one of the main reasons for the stagnation of SAARC.
There are, of course, accusations against Pakistan too for exporting terrorism. Without providing excuses for such action it can be argued that Pakistan is not into terrorism for hegemonic reasons. India is guilty of pursuing terrorism, or turning a blind eye to it, with the ulterior motives of destabilizing the region – a deliberate tactic adopted to force each small nation to be dependent on India.
This reprehensible conduct of India had caused havoc in the region and it is not inappropriate for India to apologize for violating its own lofty principles and leaving its small neighbors in the current predicament.
If India hopes to play a bigger role in the international theatre and if India hopes to get a seat in the Security Council as a responsible member of the international community caring for global peace and security then it has no moral right to play the duplicitous role of pinching the baby and rocking the cradle. If India continues to play this role the option left for the other regional nations is to work together to isolate India and look farther east towards China for a more constructive leadership.
Incidentally, India is now engaged in tying up with the Western powers, ranging from America, Japan, Australia etc., to build a defensive great wall against China. A raft of new treaties has been signed in recent months, with more to come, to contain China. Of course, there are loud protests from the Western-Indian bloc denying that the new treaties are to contain China. It is most unlikely that China is unaware of this growing trend. These new treaties, giving India a dominant role in Asia, will give more leeway for India to ride rough shod over its neighbors. If India is willing to play foul with its neighbors, big and small, there is no reason why the neighbors, big and small, should protect India.
The unfolding trends are ominous. One way out for SAARC members is to reconfigure their geo-political strategies and strike out in new directions because India is not likely to change its directions. Indian hegemonism will continue to plague the region because it believes that its place as the overlord of the Indian Ocean is secure with the new Western alliances. But the small nations have the power collectively to tie up India like the way the Lilliputians tied down Gulliver. Of course, those familiar with Gulliver’s Travels will not forget how Gulliver, the giant in the land of pygmies, put out the fire in the Queen’s house: he just opened his fly and eased his bladder.
The Lillputian neighbors, however, are sick of the smell of Indian urine. The Indians may enjoy the urine of even the cow and may find some medicinal properties in it as one Indian Prime Minister did. But the SAARC must consider, sooner or later, ways to put an end to Indian hegemony covered in pompous piety. They must decide whether they will drown in a deluge flowing from a Gullverian bladder or jointly plot and plan to tie down the Gulliver. Indian bladder politics, if it goes on, will degrade small nations that believe in preserving their dignity and self-respect.
The bottom line is that if the Indian Gulliver thinks that it can douse the fires in the neighborhood by releasing its bladder the small neighbors will have to look for another Bigger Brother other than India.
