Holika Dahan at Muslim graveyard: a well-planned conspiracy

Patna: What happened on the eve of this past Holi at a Muslim graveyard at Sarthwa village in Jahanabad district was a planned conspiracy to disturb communal tension.

According to the confirmed reports, some anti-social elements entered the Muslim graveyard breaking its newly constructed boundary wall to perform a Hindu ritual of Holika Dahan.

The graveyard is spread over more than four acres, of which more than 1 acre has been encroached upon and has construction on it. Very recently the government has ordered to fence the part of the graveyard which is not occupied.

Muslim United Front sent a delegation comprising 100 people there to investigate the matter. The delegation led by Front’s General Secretary Ejazuddin Ansari visited the place on 28th March 2008 and submitted its report which says that some anti-social elements entered the graveyard breaking its boundary wall on 21st March 2008. They damaged a new grave. The delegation saw a lot of burnt remains of wood inside the graveyard, a proof that Holika Dahan was performed there.

Talking to TCN, president of the Front Md Abu Quaisar said the evil work was done at the behest of some local political leaders. Their aim was to disturb communal harmony and then by intervening, they wanted to their good image before the Chief Minister and the public.

When TCN contacted Imarat Shariah to know their response, general secretary of the organization Maulana Anisur Rahman Quasmi said he had written a letter to home secretary and chairman of Bihar State Minority Commission and asked them to conduct a fresh survey of the entire property of the graveyard. Maulana Qausmi asked the authorities to ensure reconstruction of the demolished boundary wall of the graveyard.

Muslim United Front has also demanded complete removal of illegal construction from the graveyard. They also demanded the government to take actions against those who were involved in the anti-social activity.

Shiv Sena burn Pakistani music Taliban-style

MUMBAI: Members of the Maharashtra Navanirman Sena (MNS), a right-wing political party, and the Maharashtra reconstruction party burnt music albums of Pakistani artists in Mumbai during a protest against the Pakistani government on Tuesday.
Indian Maharashtra extremist Navnirman Sena chief Raj Thackeray Monday said his party would not allow Pakistani artists to perform in the state.
‘We won’t allow Pakistani artists to perform here. Nor will we allow anyone to sell cassettes, DVDs featuring their work,’ Thackeray said.
He said no film starring Pakistani artists would be allowed to be screened anywhere in the state.
‘Why should we patronise Pakistani artists when terrorists come from their country and kill our countrymen?’ Raj said.
‘Do not force us to make you pull out cassettes of Pakistani artists,’ he warned music retailers.
Shiv Sena’s students wing Bhartiya Vidyarthi Sena had issued a similar statement on Sunday.

Hindu Al-Qaeda: India’s New ‘Terror Central’

ISLAMABAD, Pakistan—While America’s ‘Wag The Dog’ media is busy in demonizing Pakistan, and the CIA focuses on pushing the beleaguered American soldiers in Afghanistan and Iraq into a new war with Pakistan, India is quietly emerging as a new ‘terror central’, with disturbing new developments that continue to escape the glare of the American/British media.

Neatly tucked under the well constructed – and expensive – veneer of ‘Incredible India’ advertisements on international television channels is the hottest Indian story: The fast rise of Indian religious terrorist organizations that have penetrated India’s military and politics. The movement is so strong, resourceful and organized that it warrants the label India’s Hindu al-Qaeda.

The arrest last week of a serving Indian army colonel who along with some other officers has allegedly transferred military funds, material and training to terrorist groups is a matter that should not escape the attention of India’s neighbors, since it is directly linked to New Delhi’s new desire for expanding its reach beyond its borders and to serve as the regional policeman for American interests in the Asia-Pacific.

One more reason to closely watch what’s happening in India is that there is some evidence that parts of the Indian government are busy reading CIA’s Latin America handbook of patronizing client militias and using them for strategic objectives. In India’s case, this means Sri Lanka, Bangladesh, Nepal, and most importantly Pakistan and China.

The changes taking place in India are truly breathtaking. This is a nation and culture that never espoused violence. Until 1947, the Indians lived for ten centuries under foreign rule –Muslims, British, Dutch and Portuguese- without major resistance. This is the only major civilization in the region that never expanded beyond its natural borders. That’s why it is important to understand that the new rise of Hindu militancy has everything to do with India’s new interest in creating an image of a superpower.

The world’s first religion-based genocide in the 21st century occurred in India, where in 2002 more than 2,500 Indian Muslims were burned alive in riots by Hindu terror groups, according to a hearing conducted by the U.S. Commission on International Religious Freedom on communal riots in India and the U.S. response, held on 10 June, 2002.

While CIA director Gen. Michael Hayden was accusing Pakistan over the weekend of becoming the hub of all terrorism in the world, a newspaper in Malta on Sunday published the chilling story of an Indian priest who escaped death and recounted to his audience how India’s Hindu terrorist organizations burned ordinary Christians alive and raped nuns on the streets of Orrissa in east India in August.

Pakistan gets a lot of bad press mainly from the American and the British media for religious extremism. Certainly we have a problem and we’re dealing with it. But it pales in comparison with India’s. Consider this: Since the start of this century, almost nine years ago, India has seen the targeted murder of over 600 Christians, most of them in riots this summer, not to mention the genocide of Indian Muslims. Hindu terror groups, like Shiv Sena, Bajrang Dal, and the Durga Vahini have established militant training camps across India where members are indoctrinated against other religions and Indian Hindu supremacy is emphasized. Recently, the Durga Vahini has proudly distributed pictures of its female members wearing the sari and b*shing guns at an indoctrination camp. In Kashmir, the Indian government and military are recruiting poor Hindu peasants into Hindu militias armed to confront Muslim majority’s demand for an end to Indian occupation.

There are reports now that the arrested Indian army colonel and some other officers linked to Hindu terror groups might have had something to do with the burning alive of tens of Pakistani tourists aboard the so-called friendship train service Samjhota Express in 2006.

In short, Pakistan is America’s and Britain’s favorite punching bag, but India is fast becoming the new terror central. And not all of it is by accident. The Indians have used this technique in Sri Lanka, where Indian money, weapons and indoctrination kept a civil war alive for decades. In China, the Indians are recruiting, training and arming Tibetan rebels fighting Beijing. And even American commentators are admitting now that India is meddling in Pakistan using contacts with old friends in the Karzai government.

There is also no question that the mythology that has surrounded Pakistani intelligence agencies’ purported links to religious groups in Afghanistan and Kashmir might have impressed some Indian security officials and played a role in influencing Indian thinking.

But the problem with this genie that the Indian political and military establishments have apparently unleashed is that it is bound to feed on India’s massive poverty problem, especially in the next few years when India’s economy is projected to considerably slow down, starting next year, as a result of a global recession.

**This religious extremist surge in India is also a matter of concern because Hindu organizations have found unexpected friends in America’s Christian right and the conservatives, who are using political connections to help Hindu Indian-American organizations insert activists in key positions in American government and media. The Israeli right has also established strong ties to the rightwing Hindu militants.

It’s all right for the Indians to think in terms of projecting power and adopt whatever means necessary to do it. The problem with this thinking is that expensive showoff space shuttles to Moon –when almost no one else in the world is doing it for now- won’t reduce poverty among the world’s largest single concentration of poor people on earth. In India.

That man was not a terrorist. That man was not a fundamentalist. That man was not an anti-national. That man had no time even to think about any of these activities. He was only an innocent, hard working and poor Muslim who had a hard time making a living and raising the family. But he was targeted just because he was a Muslim.

“In the aftermath of the killing of my father-in-law, the former Member of Parliament Ahsan Jafri, it is an unavoidable conclusion that the government of Gujarat did not just give a tacit approval to the perpetrators of the violence against Muslims, but connived in the pogrom. There are evidences that the police, the judiciary and the hospitals, all became a part of that operation in ethnic cleansing by Hindu extremists and Sangh Parivaries (BJP, VHP, RSS, Bajrang Dal) in Gujarat. The carnage carried out in Gujarat in the aftermath of Godhra incident was pre-planned. The detailed and meticulous preparation of that operation, the availability of weapons, the list of houses and businesses to be targeted based on voters lists and ration card records, the availability of bottled water for the rioters, and mob leaders getting riot instructions and help on cell phones, suggest that Godhra was only a convenient excuse. These extremists were fully prepared and on standby to carry out the violence against Muslim men, women and children, and were only waiting for the opportunity.”

The government in Indian-controlled Kashmir has acknowledged that DNA samples taken from five men blamed for the masscre of 35 Sikhs two years ago were tampered with.

Samples were taken from the men only after protests in Kashmir by local people who insisted they were innocent, and were deliberately killed by the security forces in a stage-managed encounter.

The Jammu and Kashmir Chief Minister Farooq Abdullah now says it appears that fake samples were sent suggesting "that those responsible had something to hide."

The killing of the 35 Sikhs took place just hours before the then US President Bill Clinton arrived in India and was one of the worst examples of violence in the territory in recent years.

It was highlighted by Delhi to support its accusations that Pakistan sponsors militant attacks in Kashmir.
‘Mislabelling’

The state government ordered the samples to be taken from the dead men after protesters in Kashmir demanded an investigation into the affair.

The Sikh massacre led to big protests

Relatives of the dead men insisted their bodies be exhumed, saying that DNA tests would prove they were not foreign militants as claimed by the security forces.

But the laboratory in southern India to which the men’s DNA samples were sent returned them, saying they were mislabelled and showed serious discrepancies.

It is not clear what errors were shown, but the Times of India newspaper said that some samples said to belong to female relatives in fact came from men.

In remarks to the Kashmir legislature on Friday, Mr Abdullah apologised for the injustice done and promised an investigation into the affair headed by a judge.

Mr Abdullah said fresh samples would be taken from the men’s bodies.

‘Encounter’ allegation

At the time, the authorities insisted they were foreign militants from the Lashkar-e-Toiba and Hizbul Mujahideen groups - although the groups themselves denied any involvement in the Sikh massacre.

But allegations were made that they were in fact five local men picked up by the security forces and killed in a stage-managed encounter so they could be blamed for the massacre.

The Indian authorities have in the past been accused by human rights groups of summary killings and other abuses in Kashmir - charges the government always denies.

India has faced a militant insurgency in Kashmir since 1989.

Both India and Pakistan claim the territory as theirs.

Dalit Minority Raises Pakistan Flag in Indian Republic Day Protest

NEW DELHI, January 30: Indian minorities protest against discrimination in different ways but on India’s Republic Day on Jan 26, when the downcast Dalits raised the Pakistan flag in Meerut, they elevated their protest to an unacceptable level and were immediately arrested.

It was for the first time that Dalits had come forward with such a mode of raising their voice because even after 58 years there is no substantial reduction in abuse and maltreatment they face. They feel so oppressed, and depressed, they thought the best way to get noticed was to unfurl the Pakistani national flag on the Republic Day of India.

On occasions like the Independence Day, Republic Day and birth anniversary of the Father of the Nation, Mahatama Gandhi, this sort of anti-national activity is not uncommon. Raising diatribes against the system, burning effigies and copies of the Constitution of India, are normal ways of protest.

On January 26, 2005, the Republic Day of India, some Sikhs were arrested in Amritsar for hoisting the ‘Sikh Flag’ as a protest against the Indian system. Eight activists of the Dal Khalsa International were arrested under various charges, including sedition. Similar protests were also reported in the Northeastern States of India, apart from Jammu and Kashmir.

In Meerut, 60 kilometers Northeast of Delhi, two Dalits were arrested for hoisting the National Flag of Pakistan at the Ambedkar Park. They were demanding separate homeland for Dalits on the same argument as that of Pakistan.

The two arrested persons, Vijay Singh and Amit told the police that they hoisted the Pakistan flag because they consider Pakistan to be better than India. He said that the Dalit leader Bhimrao Ambedkar was elected to the Parliament by the help of Quaid-e-Azam Mohammed Ali Jinnah, which is why Dalits are natural allies of the Pakistani people.

Another Dalit, Amit was arrested for putting up posters in which Pakistan Zindabad (long live Pakistan) was written. Amit said that Indian polity is based on Brahaminical values, and Dalits are still a slave class. That is why a separate homeland is needed for Dalits, he said.

Dalit activist and Professor of the Jawahar Lal Nehru University, Surinder Singh Jodkha told the South Asia Tribune: “Such incidents are the manifestation of alienation and frustration. I cannot say that Dalits are safe in Pakistan or not. This is not the main question. The main question is if the Dalits are safe in India or not”.

“India is a democratic country, but Dalits are the most deprived class. They do not even have the right of franchise. In some of the areas, the upper classes decide to which candidate the Dalits would vote,” he said.

Jodkha said: “Dalits face ‘social apartheid’ even after 58 years of Independence. In fact, atrocities and violence against them have increased. Such violent incidents are on the increase in the Hindi-speaking belt, such as Uttar Pradesh, Bihar, Rajasthan, Haryana, Madhya Pradesh. But you will be taken aback when you will know that Punjab has surpassed all the Indian States as far as maltreatment with Dalits is concerned.”

According to a report of the Social Justice and Empowerment Ministry, out of the 22,066 registered cases of atrocities against Dalits Madhya Pradesh had 5,087; Uttar Pradesh 1,778; Rajasthan 5,241 but Punjab had 6,771. The victims were mostly the agricultural laborers who have migrated to Punjab from Bihar and Uttar Pradesh. But some of the Punjabi Dalits are known as Balmiki Sikhs who are also maltreated by Jat and Khatri Sikhs.

Ironically, Balmiki was a saint poet who had composed the epic Ramayana. Initially, he was a dacoit and known by the name of Ratnakar. He was a Shoodra, a lower caste person. But after the enlightenment, he set out for penance. He was so engrossed in the meditation, that balmikis (white ants) made home on his body. Hence, his name became Balmiki.

Religion is the easy target for the religiously and socially distressed people. In the Hindi-speaking belt, Dalits denounce Hinduism, and embrace Buddhism. But in Punjab, they denounce Sikhism, and found their own religious belief, apart from setting separate Gurdwaras for themselves.

In May 2004, one Baba Piyara Singh Bhaniyarawala and two others, Balbir Singh and Ramphal, were arrested by the police of Sirhind for disrespecting the Guru Granth Sahib.

Surinder Singh Jodkha says that the Dalits of the Doaba sub-region of Punjab hardly resemble their counterparts elsewhere in India. While they do not mind being identified as a scheduled caste, some of them dislike being called Dalits.

He says: “Despite the fact that very few among them own agricultural land, a large majority of them live in well-built brick houses and there would be hardly any lower caste family whose children did not go to school. Many of them have urban jobs and at least one person from every alternate household is abroad, either somewhere in the west or in the Gulf.”

“But some people are now having sympathy for Baba Piyara Singh and the like, because they are not allowed to enter the Gurdwaras built by the Jats. Many of them have built their separate Gurdwaras, but some of them go to the extent of sacrilegious outbursts,” he added.

Dalit Gurdwaras are locally known as ‘Ravidas Mandir’. Their structure is more or less look like a Sikh Gurdwara. The only major difference is that beside the Sikh holy book, the Dalits also keep a picture of Ravidas and Balmiki. They also keep photographs of Dr. Bhimrao Ambedkar.

However, the report of the Ministry says that in most of the cases, accused persons are released due to lack of evidence. This is the main reason of their resentment. During the last year, Indian courts passed decrees in 20,781 cases and only in 2,694 cases, the accused persons were punished. 18,087 cases were withdrawn due to pressure on the complainants.

Social Justice and Empowerment Minister, Meera Kumar told the South Asia Tribune: “There are about 140,000 cases of atrocities against Dalits pending in various Indian courts. Justice is delayed for the victims and they feel alienated and frustrated. I know well that the situation of Punjab is not better than other States. Frankly, in some cases, it is worse.”

“The Meerut incident should be an eye opener for everybody. We should try to understand the root cause of such incidents. Realizing the failure in the amelioration of the poor condition of Dalits, we are coordinating with the Human Rights Commission, Schedule Caste Commission, Schedule Tribe Commission, National Commission for Women and National Commission for Scavengers,” she added.

The most egregious dimension of the riots in Gujarat has been the complicity of the government in the massacre of nearly 700 Muslims. Gujarat, a state ruled by Hindu nationalists, has experienced retaliatory attacks against Muslims and their property. Nearly 700 have been killed of which over 100 have been burnt alive in their homes. Muslim shops and homes have been burnt and robbed while police officers have stood and watched. BBC news crews have been filming parts of the looting and arson and it is amazing how police officers just stood by grinning as Hindu fanatics went about expressing their religious fervor. Even kids felt emboldened to go out and indulge in indiscriminate looting of property.

While what happened at Ghodra can be blamed as an intelligence failure (if it was a premeditated crime) or as a surprise if it was a spontaneous act of evil. In the first case the authorities must be held partially responsible but if it was unexpected they cannot be blamed. But what happened in Gujarat for three entire days was expected.
India does not have civil society.

A train carrying hindus to a hindu temple, that was built by demolishing a muslim masjid some ten years ago, was set on fire on Feb. 26, 2002. That incident caused killing of around 50 hindus.

Hindus blamed that muslims were responsible for the incident. However, bharti supreme court, later, ruled that fire on train, that were carrying hindus, was accidental, and there was no proof of muslim involvement.

But, no muslim excuse was accepted then, and around 5000 muslims were massacred and more than 50,000 were made homeless, in gujrat in the pretext of revenge by hindus.

Hundreds of muslims were burnt alive. Hundreds of Masajids were destroyed. Muslim’s shops, homes and properties were looted, robbed and burnt down to the ground.

It was an act of evil. Mr. Bush, on January 29, 2002, declared Iran, Iraq and North korea as axis of evil in the pretext of 911 in which around 3000 innocents were killed, but there was no Bush or other courageous human being on the surface of earth who could be able to declare these criminals, who massacred more than 5000 muslims, as “axis of Evil”.

Mr. Bush immediately went Afghanistan and Iraq to “eliminate terrorism” but never showed any intention to go Bharat and eliminate terrorism in Kashmir, Gujrat, and etc.

that’s why this is the belief of muslims worldwide that the war on terror is solely against muslims and not against terrorists.

Even, the biggest democratic govt blocked tv channels that aired secretly recored footages of the incident. The cable operators in Ahmadabad received written orders by the state govt to block certain tv channels that showed interviews and footages of the incident.

How is Indian Muslim in the land of Gandhi? What is their socio-economic and political condition? Let us discuss the life style and the environment in which the Indian Muslims are living. What is their position in the main body politic of the Indian society, not in any particular region but throughout India? Let us discuss their position in different important sectors compared to other religious communities. How far they have made progress in education, trade, business and industry compared to other religious communities in India? What is their representation in the services, in public and private sectors? How is the Muslim community represented in the parliament and in the leadership of different political parties? These are the important criterions for a minority community is not identified by its numbers but decided by its socio-economic conditions. How backward the community is? Does the community lagging behind other communities as far as empowerment is concerned? In this article I shall use the statistics provided by the report on the Minorities Commission headed by Dr. Gopal Singh that was appointed by Indian Prime Minister Indra Gandhi in 1980 and report on ‘Socio-economic Status of India’s 150 Million Muslims’ prepared by seven member committee headed by Justice Rajinder Sachar that was appointed by the current Prime Minister of India Manmohan Singh in March 2005. This report has been prepared by the committee after visiting 13 most Muslim populous states and tabled in the Indian Parliament on 30 November 2006. Press reports alleged that there are discrepancies between leaked copies of the report and the final version suggesting that some parts of the Sachar Committee findings have been deleted before making them public.

Muslims represent 13.4 percent of the Indian population. Their total number being 150 million, unofficial figure is however considered still more. Muslims are marginalized in all sectors in India. In the Lok Sabha which consists of 544 members, for instance, according to the population of Muslims they should have 83 members; but in every election their number has steadily declined. Today it stands at only 17. Likewise, in the Rajya Sabha which consists of 250 members, where because of indirect election, political parties could easily redress the imbalance; the Muslims’ share is far below their population strength. Their number today is 11. The representation is going down everywhere, from Panchayat Samities to Zilla Parishads, from municipalities to corporations, from Zilla Parishads to Vidan Sabhas and to the Lok Sabha.

Muslims however are not bothered whether they had a Muslim President or Minister, what they wanted was the removal of economic disparities and social inequality.

The same is true with regard to employment whether in agriculture, trade or industry. In the police and armed forces, their number is negligible. In the Indian Foreign and Administrative service, the percentage of Muslims is abysmally low; this is so in other public services too. They have hardly any share in the management of public sector, which is largely managed by non-Muslims. In the private sector, their position is worse. All in all, the condition of Indian Muslims has considerably deteriorated after Partition of the sub-continent in 1947; they have literally touched rock-bottom. The recurrence of communal riots allows the Muslims no respite; the police give them hardly any protection. Also, being vastly outnumbered in most areas, their sense of insecurity is enhanced with every passing disturbance.

In 1980 Prime Minister Indira Gandhi set up a high powered panel to go into the condition of minorities headed by Dr. Gopal Singh. They collected data pertaining to the actual condition of the minorities, in particular their participation in schools, colleges and professional institutions on the one hand and their employment in public sector undertakings, private enterprises, state and union services, cooperative and banking and such allied sectors on the other. In over four years, after intensive investigation by the staff of the panel and on the basis of the facts and figures that they have collected, it was found that the plight of the minorities was worst, especially of Muslims. However the report was so startling that Indira Gandhi shelved it. The report however saw the day light when Prime Minister V. P. Singh presented it to the Parliament. Unfortunately no Indian government bothers about the uplift of minorities in concrete terms. The occurrence of communal riots paralyzed the Muslims not only politically but also economically. The minorities have become subdued and hurting them is no longer even politically productive.

The number of Muslims in government services is steadily declining; hardly one or two secretaries in the Centre or States, there is no chief secretary in any state, one high court judge or so in some states; no chief justice in any state. The number of district judges and magistrates don’t exceed even two percent of the total; in the armed forces the position is still worse; in industry they have a marginal existence. In public sector undertakings, out of 481 directors, only 6 are Muslims- no chairman, no managing director. In IB and RAW Muslims are debarred.

According to Sachar report the presence of Muslims has been found to be only 3 percent in the IAS, 1.8 percent in the IFS and 4 percent in the IPS. These services constitute the core of civil service responsible for implementing all policy decisions, development programmes and national and state activities. They have done more to deprive the Muslims of their legitimate share. The share of Muslims in employment in various departments is abysmally low at all levels. Muslim community has a representation of only 4.5 percent in Indian Railways while 98.7 percent of them are positioned at lower levels. Representation of Muslims is very low in the universities and in banks. In no state does the representation of Muslims in the government departments match their population share. Their share in police constables is only 6 percent, in health 4.4 percent, in transport 6.5 percent.

According to the Sachar report the share of Muslims having government jobs is just 4.9 percent. Muslims constitute just 3.2 percent of those in India’s elite civil service corps.

The situation is worse in states with large Muslim populations. For example, in West Bengal, Uttar Pradesh, and Assam, where Muslims form 25.2 percent, 18.5 percent and 30.9 percent of the population, respectively, their share of government jobs is 4.7 percent, 7.5 percent, and 10.9 percent, respectively.

In the private sector, including the top business and industrial houses of Tatas and Birlas, it was found that Muslim employment come to 8.16 percent. Muslims did not get even 50 percent of what their population entitles in the various schemes involving small farmers, marginal farmers, agricultural laborers, landless laborers, training schemes under Integrated Rural Development, rural artisans programmes such as forestry, horticulture, nurseries, pest control, veterinary services, tractor, pump services etc. Likewise, the picture of Muslim employment in National Rural Employment Programme was not encouraging.

In the small-scale sector, the Muslim ownership figures were almost 15 percent of the total. However they did not obtain much benefit from the government’s package assistance and consultancy services, bank credits, allocation of raw materials, etc. They received only 8.14 percent of the benefits as compared to their population of about 13.4 percent. Only 4.4 percent of the industrial units were owned by Muslims, while 16.21 percent were owned by SCs. Their share in the allotment of industrial plots came to 6.69 percent.

Grant of Bank loans: There is evidence that India’s banks, both public and private, also discriminate against Muslims. According to the Sachar report, the average bank loan disbursed to a Muslim is two thirds of the amount disbursed to other minorities. “Some banks use the practice of identifying negative geographical zones on the basis of certain criteria where bank credit and other facilities are not easily provided”.

In terms of intending borrowers, the Muslims numbered 9.41 percent, but the actual disbursement of loans to them came to 3.73 percent. For SCs the intending borrowers were 20.7 percent and they received loans to the extent of 12.7 percent. The loans never extended one hundred thousand Rupees.

According to the Sachar report, Muslims in India have less access to education than other religious groups. As a result, the literacy rate among Muslims is only 59.1 percent while the national average is 64.8 percent. School enrollment among urban Muslims boys is only 80 percent, as compared with 90 percent of SC/ST boys. Only 68 percent of Muslim girls attend schools, while the figures for Dalit girls and girls categorized as non-Dalit are 72 percent and 80 percent respectively.

The gap between Muslims and the general average is greater in the urban areas and women. 25 percent of Muslim children in the 6-14 age group have either never attended school or have dropped out. Drop out rates among Muslims are higher at the level of primary, middle and higher secondary. The disparity in graduation attainment rates is widening since 1970s between Muslims and all other categories in both urban and rural areas. When it comes to higher education, the Muslim presence is even lower. The report says that in the elite Indian Institutes of Management (IIMs) and Indian Institute of Technology (IITs), the Muslim students constitute only 1.3 percent and 1.7 percent respectively, of the student body. In premier colleges only one out of 25 under-graduate students and one out of 50 post-graduate students is a Muslim. Only 3 percent of Muslim children among the school going age go to Madrassas.

70 percent of the Muslims live in villages and barely able to make ends meet and they are forlorn and rudderless. 150 million Indian Muslims live in a miserable existence; they are looked down upon by the dominant majority who are happy to see them in miserable condition. Not a semblance of care and concern for Muslims. As years passed the condition of the Muslims further deteriorated and they became hewers of wood and drawers of water.

This article will not be complete and I shall not be doing justice to subject I am dwelling in unless I discuss the communal situation in India and the perception of Indian Muslims in resolving the problem. The helplessness of the Indian Muslims is reflected in the statement of celebrated novelist Arundhati Roy who cried out: “It must be terrible for Muslims to be in India”. No one can deny that the odds against Indian Muslims are heavy; these have mounted, year after year. Justice Rajinder Sachar in his report on ‘Socio-economic Status of India’s 150 Million Muslims’ tabled in the Indian Parliament on 30 November 2006 conceded that “India’s Muslims are a socially deprived and victimized minority”. Indian Muslims has steadily declined and they have been reduced to a level, which has been worse than that of Scheduled Castes. Educationally, they are most backward; economically, they are at the bottom of the ladder; socially they are outclassed. Indian leaders claim that under Indian secularism no citizen can be discriminated. Still followers of the minority religions do suffer discrimination in practice in all walks of life. Eminent Indian intellectual Khushwant Singh rightly debunked Indian secularism ‘a big sham’. He warned the minorities ‘not to live in a fool’s paradise and believe in what was being told to them’. Here it will be sufficient to mention what is happening in occupied Kashmir even today and what happened in Gujrat only the other day.

The less is said about Indian held Kashmir the better. Kashmir is bleeding just because of India’s refusal to hold promised plebiscite under U. N. supervision to determine the status of Kashmir. Everyday innocent young Muslim boys are kidnapped by the Indian security forces and their dead bodies are found the next day lying in a street or in a valley or in a terrain. Young Muslim girls are also violated by the security forces. Where are the human rights?

According official report released on 26 March 2007 from Srinager, 42,147 persons died and 33,885 seriously injured in Kashmir during 1990-2007 because of violence. Human-rights organizations in Kashmir claimed the report as untrue. They claimed that the number of deaths is minimum double of the official figure. According to Jammu-Kashmir based Coalition of Civil Society, in Kashmir more than 80,000 people, excluding Army and Police personnel, lost their life because of valance. Kashmir Hurriat Conference leader Syed Ali Shah Jilani claimed that over 100,000 people lost their life in Kashmir freedom movement.

As a result of February 2002 riot in the India’s western state of Gujrat 5000 Muslims were killed (officially the Government of India acknowledged that 2000 Muslims were killed by the anti-Muslim pogrom in Gujrat) of which 122 brunt alive including a Muslim former member of the Indian parliament, 100,000 became homeless (Muslims were forced to live in 56 makeshift camps including one camp established within the Muslim graveyard in south Ahmedabad), 350 mosques were demolished, property worth of U.S. $ 500 million destroyed and 250,000 Muslims became destitute in 40 cities and 2000 villages. Still central government of India did not sack State’s Chief Minister Naarendra Modi, for failure to stop pre-planned violence to massacre Muslims and protect their life and property, which the central government could do exercising constitutional authority and take over state administration on law and order ground.

In fact there have been more riots in Free India than in the 150 years of British colonial rule. The governments, both at the Centre and States, irrespective of party affiliation, wake up only when disputes erupt, discontent mounts and riots occur but instead of solving the problem try to pacify it temporarily. To-date no officer was charge-sheeted for dereliction of duty, much less punished. They do little to win the confidence of the people by concrete measures, never candid to denounce communalism but play the gallery.

Not one of the recommendations of the commissions, set up after every riot, has been implemented by any government. All these measures have been merely palliatives to appease Muslims, rather than provide them any substantial protection, assistance or relief. What is more, every government has put the recommendations of every commission to the shelf. The situation is so bad that Justice V.R Krishna Iyer of the Indian Supreme Court lamented: “In all major communal riots, the members of the minority community have been invariable the worst suffers and they got no justice”. Neither the government or the commission and the courts have provided the Muslims any relief. In fact the political leaders and bureaucrats lack the will and determination to shun communal tension and establish communal harmony. It must be clearly understood that neither pious declarations nor half-hearted measures, however well meaning, are going to clear the mess.

Indian Muslim problem is not law and order problem, they are basically an outcome of economic malaise which turns into a political problem because of religious factor. In this regard the recommendations to improve the communal environment submitted by All-party 45 Muslim MPs to the Indian Government and later released to the press is noteworthy which interalia states:

  1. The defense and protection of the minorities against violence should be the responsibility of the Central Government and to be treated as a national issue, and not simply as a law and order problem in the same manner as atrocities against Harijans are, through a constitutional amendment, if necessary.

  2. The police force and the intelligence machinery must be purged of communal elements and restructured to provide due and effective representation to all communities. Special anti-riot task forces should be constituted both at the Central and State levels for exclusive deployment in riot situations. Until such forces are raised, the CRPF and BSF should alone be deployed and not state armed constabularies.

  3. The record of senior police and executive officers should be screened for communal bias and for performance during communal disturbances and anyone suspected of communal bias should not be posted to sensitive districts. In such districts, there should be a proper mix of officers to generate all-round confidence.

  4. If communal disturbances do not stop within 24 hours of the first loss of life, the Chief Minister must personally rush to and camp in the area till normalcy is restored. The D.M. and the S.S.P. should be held responsible and immediately suspended and replaced by a pre-selected team officers, known and tested for their efficiency, integrity and non-communal outlook and for commanding the confidence of the weaker sections.

  5. The victims of the violence should be appropriately compensated for loss of life and limb, in accordance with a uniformly prescribed scale. All property, movable or immovable, lost or damaged, should be replaced or reconstructed at State expense. Compensation so paid should be recovered by imposing a punitive fine from those involved in the riot in inverse proportion to the loss suffered.

  6. The criminal cases arising out of the communal disturbances should be expeditiously investigated by Central Intelligence Agencies and tried by Special Courts.

  7. All militant and extremist organizations preaching communal hatred such as Vishwa Hindu Parishad and R.S.S. should be banned.

  8. During the riot all newspapers and periodicals should be screened and malicious and mischievous writing should be dealt in accordance with the law. Rumors of wrong information should be officially contradicted on a daily basis. Detailed information about casualties, including the names of those killed, hospitalized and arrested should be published in daily bulletins in order to catch misinformation and to appraise the nation of the truth.

  9. Text books should be screened and materials that preach hatred between communities be dropped from the books.

Other noteworthy recommendations suggested by Indian Muslims include arming the state to put the offender under detention under the Maintenance of Internal Security Act by appropriate legislation and censoring all such news and comments which inflame communal passions, if necessary by amending Indian Constitution. The recommendations also include the demand for special budgetary provisions for the development of the Muslims, like the Schedule Caste, in the Five Year Plan and to keep at least one Muslim representative in all appointment boards. Until now the Indian Government did not make any sincere effort to implement the recommendation by its senior citizens and MPs.

To sum up, what is happening to the Muslims in India is all part of a broader tendency towards curbing civil liberties and scapegoat cultural minorities in an aggressive effort to impose dominant Hindu nationalism on one of the world’s most culturally diverse societies. This is proved further by the fact that only in occupied Kashmir Urdu is the official state language. Urdu is discriminated in educational institutions although a sizable people of Bihar, Uttar Pradesh speak Urdu. More than fifty percent of the Indian Muslims have declared Urdu as their mother tongue according to census report and there is a tendency to systematically erode its influence from the society to de-link Muslims from their religious and cultural treasures. What is the way out of this impasse? Muslims of India must realize that they must make headway in education, science and technology. They must prove that there is no way for the dominant Hindu community to ignore them by making their services indispensable. This however they can do if they also make progress in the private sector as entrepreneurs, which I think is possible even without the help of Indian Government given their experience and expertise. There is also no meaning for Indian Muslims to wait for Government help and assistance. No doubt the future of Indian Muslims is bright provided they give emphasis to socio cultural and economic realities of Indian life and at the same time take a fresh look to the Indian national political scenario and work within pragmatic limits. *

Do Hindu radicals have a program for expunging Christians from the region and reconverting tribals and pariahs to Hinduism?

BHUBANESHWAR, India (AsiaNews) - The campaign of attacks against Christians in Orissa was planned for months. This is the claim of Lenin Raghuvanshi, director of the People’s Vigilance Committee on Human Rights. Mr. Raghuvanshi visited Orisa as part of of a fact-finding team for the European commission for the prevention of torture.

Speaking to AsiaNews, he says that “In the Kandhamal district, it is very clear that a cleansing of marginalized Christian populace is taking place by RSS, BajrangDal and VHP cadres (Rashtriya Swayamsevak Sangh, Bajrang Dal, Vishwa Hindu Parishad).”

The wave of violence has so far killed 61 people, injured 18,000, destroyed 4,500 homes, and burned and razed 181 churches. It was apparently motivated by the killing of Swami Laxamananda Saraswati, a leader of the VHP, last August 23. He was killed by a group of Maoists, but Hindu fundamentalist groups immediately accused the Christians of the assassination.

“In fact, on August 14,” Raghuvanshi explains, “nearly 10 days before the death of Swami Laxamanada, a mob of RSS people came to Sahasipudar village and threatened the people of the perils of following the Christian faith . These extremists also warned the margnisalised Christian community that henceforth the Gita [editor’s note: one of the sacred books of Hinduism] was their sacred book.”

In Orissa, campaigns to reconvert Christian tribals and pariahs back to Hinduism date back for decades. The swami killed in August was himself a fierce promoter of this. Last December, on Christmas eve, he was the one who had pushed for new attacks against Christians, in which 13 homes were burned and 3 people killed, while thousands of faithful were forced to flee.

“After the December anti-Christian violence,” Raghuvanshi says, “three families converted to Hinduism out of fear. It is most unfortunate, in a broken down church the picture of Swami Laxamandanda has been installed.”

**Mr. Lenin Raghuvanshi recently won the “Acha Peace Star” prize for his efforts for reconciliation among communities in India. **Commenting further on the violence in Orissa and on his work with the fact-finding mission, he says: "We were witnesses to most deplorable and inhuman atrocities, most probably, these fundamentalists forces are whipping up communal frenzy with a view to the state elections scheduled next year. Here elections are won at the cost of human lives - how much lower can humanity stoop?"

“The minority Muslim community in the Gujarat state of India has become a victim of the worst ever ethnic cleansing exercise carried out by the ruling party’s militant arms during the last two months of March and April, 2002. Mass attacks by armed mobs time & again on the hapless minority neighborhoods in cities, towns & villages in most of the districts of Gujarat were carried out as per the long term & well prepared plan on the agenda of the Hindutva program. It is widely reported by all sections of the media that Gujarat is the laboratory for implementation of the Hindutva agenda & thereafter the same program is to be implemented in all other states of India on the way to creation of the Hindu Rashtra. All minorities are expected to be subservient & shall have to assume a 2nd class citizens’ role in the new compensation. During the last two months, the minority Muslim community has suffered loss of thousands of lives which include innocent men, women, children & infant babies as well as foetuses in the bellies of pregnant Muslim women. Most of the victims were brutally beaten up & doused with inflammable liquids & burnt alive. Many of the victims were charred to ashes.

A large number of victims’ remains are untraceable. There are a large number of missing persons’ list in each district of the state whose whereabouts are unknown even after two months.** The properties of Muslims including their residential premises, shops, offices & factories were made targets by the rampaging mobs and looted and thereafter gutted in fire. **More than 90% of the revenue earning capacity of the minority community right from the low income rickshaw pullers to multimillion businesses were destroyed. A large number of low income & below poverty line families are in the relief camps under horrible conditions with nowhere to go. **The government administration & the police force have been at the best totally indifferent & at the worst directly in connivance with the attackers. **As a matter of fact, the police have unleased a reign of terror under the guise of combing operations in the victimized minority neighbourhoods & have been systematically brutalizing the old & young alike not sparing the women & daily many scores of Muslim casualties due to police firing with direct hits on the head & chest are admitted in the hospitals. Many of them succumb to death.

On the other hand the majority attackers are flush with arms including swords & trishools & unlicensed firearms, explosive materials for crude bombs which is an open scent but no action whatsoever has ever been contemplated to disarm the majority community to establish peace & normalcy which is the oft repeated common goal of all parties concerned. Of course there are shining examples of secular & devoted officers in the government & the police department & also bold Hindu citizens but they can be counted on fingers. Thousands of vehicles were stopped on the roads & destroyed in fire. The riders who were unlucky to escape from the clutches of the attacking mobs were also consigned to flame & reduced to ashes.

Young women were isolated & gang raped & thereafter brutally tortured & murdered. Hundreds of places of worship, religious shrines & Islamic schools were attacked & destroyed. A partial list is attached herewith. An idea of the genocide committed & which is still not completely stopped, can be had from the contents of this website.

This is a crime against humanity & all the peace loving & rational enlightened human beings allover the world, not the least Hindu citizens of India need to be united & build up a strong world opinion and explore all possible avenues including political and judicial with the twin objectives of getting justice for the surviving victims of the minority community in Gujarat & to develop a consensus among the secular minded but staunch practicing Hindus of all strata of the Indian society & help them to united counter the fascist hindutva agenda in its tracks before it engulfs the whole of India into flames and internal civil war.

The state of Gujarat witnessed events of atrocities, looting, arsoning, misbehavior with Muslim ladies and burning of persons and properties belonging to minority Muslim community for about a week beginning from the evening of 27th February 2002. The cause behind this heinous act produced was the burning alive of 58 persons of Hindu community in the railway coach at Godhra which was not lid by Muslims as Forensic investigators has found that the fire started from inside the train, not outside as stated by Indian government. This act of burning is highly condemnable. Muslims also condemned it strongly with the demand to find out the real cause which took to this incident.

Following the above incident of Godhra, unchecked atrocities on Muslim community of Gujarat started and continued for about a week by cadres of VHP, Bajeang Dal, RSS, majority of antisocial elements aided by the BJP and the government of Gujarat.

The mobs of attackers varying in numbers from 500 to 10,000 were made to spread in different areas of the city of Ahmedabad and outskirts. They were well equipped with sharp and lethal weapons, gas cylinders, highly explosive chemicals, petrol bombs, trucks, loading vehicles to carry armaments and all other amenities which could assist them in killing and burning of persons and devastating properties. The mobs were very accurately guided as to which places are to be attacked by BJP and the present government of India and Gujrat. They moved with a list of properties- houses, shops, industries and other business establishments- belonging to Muslim community, so that not a single property can be spared unattacked. At the same time Mosques and other religious institutions were were also put to heavy damage, fire or complete destruction. In all these incidents, police force was a mere spectator or they did not turn up at all.

It all began in Godhra - or so the right-wing saffron combine (Bharatiya Janata Party (BJP), Vishwa Hindu Parishad (VHP)and Bajrang Dal) and its government in Gujarat.

Tales of horror abound. Said Salimbhai from Naroda, “We saw young women being raped and killed, pregnant women speared to death with their unborn children. People came with petrol cans, they exploded cooking gas cylinders in our houses. The police watched and when we pleaded for help, they told us to run away or we would be shot.”

Rehmanbhai Shakhubhai, admitted in the Ahmedabad Civil Hospital said he lost three children in the attack and only his daughter, who was to get married on March 18, survived. "The Bajrang Dal came shouting ‘Jai Sri Ram’. They burnt everything. Only my wife and daughter are alive," he said. Afsana, his daughter, sits on the bed, her head shaved, her hands burnt and her torso covered in bandages. “They set fire to my brothers after dousing them with petrol. I tried to save them but the mob surrounded me and I had to run away. Who will marry me now,” she asked?

“I saw Jaideep Patel with a revolver, inciting crowds,” said Mansuri Yusuf, an employee of the Ahmedabad Municipal Transport Services. “He said ‘finish all the Muslims’. There were two Ahmedabad municipal corporators with him and a local criminal.” Dr Patel, the Gujarat state VHP President has since denied this allegation.

"Even 10 days after the carnage, there was no help from the government. It is the Muslim community which has given us clothes food and shelter," said Yusuf.

Similarly, at the municipal school at Dariyakhan Gummat, survivors of another carnage say that only the Muslim community is helping the 5,000 people in the camp.

In Mora village, all 106 homes belonging to members of the Bohra community have been destroyed. “A mob looted my father’s cycle shop and burnt my husband’s tailoring shop. I managed to break the window of my house and run out. My family of 14 stayed in a small bathroom for three days. We had no food or water. I used to hit my children and tell them to stay quiet. I refuse to go back there – we will be killed. What will we do now?” wept Farida Abbasi Boliwalla, whose family has incurred a loss of Rs 900,000 (1US$=Rs 48).

Another woman, preferring anonymity said that in the Godhra GIDC area, all factories of Muslims were burnt and looted in the presence of the police. There are several Bohra settlements in all parts of Panchmahals district where Godhra is located and the entire losses could amount to Rs 200 million, she said.

The VHP also threatened the convoys which were escorting Muslims and tried to attack them. They threw stones and chased the trucks. They tried to burn my grandchildren but we managed to rescue them. They kept saying “Yahan se Muslim hatao” (Drive out all Muslims),” said 35-year-old Miriam Yakub Sayed.

The long-term plan to decimate the Muslim population is now becoming clear. A resident of Dekwa village of Halol taluka, a store owner, said three months ago meetings were held near Pawagadh, under the guise of social upliftment by the VHP and the Bajrang Dal. “Even at mohallas (street corners), secret meetings were held to tell people that the Muslims were their enemies,” he said.

The Bajrang Dal has been paying people and giving them trishuls (tridents) to kill Muslims, adds the resident. "They tell Muslims that they will pay them Rs 5,000 not to offer namaz (prayers). Voters’ lists have been used to identify and kill our people," he added.

Thirty km from Godhra, Sofia (name changed) had gone to celebrate Bakri Id at her mother’s house in Randhikpur village. Their homes were burnt and a large group fled the village. They travelled from village to village and on the way to Panivela, the group, which had eight women including Sofia, were assaulted by upper caste people from her village who then gang raped her and other girls and left them on the road. She could name the perpetrators - they include a doctor, a lawyer and a local sarpanch (elected village head). She sat on the road for a day and a night before the police found her.

“When I recovered I was the only one alive, there was no one else. My mother was killed as well,” she said. The 22-year-old can barely articulate her experience and she is in desperate need of counselling and help to recover from her trauma.

Sundarpur village in Mehsana district, has 700 homes of Muslims in a population of 3,500. The mob came on the evening of February 28 and started burning houses. “By the time the police came, everything was burnt. Their plan was very clear,” said residents.

The persistent and vicious attacks against Christians in India have a Christian ministry leader who has been going into the persecution hotspot of Orissa state calling the violence *“religious genocide.” *

This has been a religious genocide according to the U-N definition of genocide, where persistently and systematically it is planned and not stopped,” maintains Ramesh Landge, founder and director of Cooperative Outreach of India (COI), according to Mission Network News.

“It falls in that category of genocide, and we do agree with that.”

Landge, whose ministry works with U.S.-based Partners International, has been visiting the eastern state of Orissa, where the anti-Christian campaign is most fierce, to help the displaced Christians there.

*More than 50,000 Christians have been displaced by the violence, and 30,000 of them live in relief camps while others hide in the jungles. *

Since mid-August, over 4,000 Christian homes, churches and businesses have been destroyed by Hindu militant mobs. The number killed in the clashes, overwhelmingly Christian, range from 40 to nearly 100 depending on the source.

"There has been a lot of intimidation. There has been a lot of persecution. People have not been able to go back [to their homes],” Landge said. “If they do go back, the Hindu fundamentalists parties want them to reconvert."

But the ministry leader readily emphasized that although Christians have been suffering they have not renounced their faith and are continuing to stand strong as followers of Jesus Christ.

"This is the very first time in Indian history that such a long onslaught against Christians has taken place, and in a sustained way,” he observed. “In a way, the government was part of it. They never tried to stop it. They were just silent spectators.”

The global ministry Partners International, which supports local Christian ministries in the least Christian regions of the world, is trying to help provide relief items to the displaced, especially since winter is nearing, Landge informed.

He asks Christians elsewhere to help by praying for those being persecuted, advocating on their behalf in their respective countries, and donating to help physically ease the suffering of those being persecuted,

A Prelude: Dowry in India

Definition Of Dowry :- Dowry or Dahej is the payment in cash or/and kind by the bride’s family to the bridegroom’ s family along with the giving away of the bride ( called Kanyadaan) in Indian marriage . Kanyadanam is an important part of Hindu marital rites. Kanya means daughter, and dana means gift.

Dowry originated in upper caste families as the wedding gift to the bride from her family. The dowry was later given to help with marriage expenses and became a form of insurance in the case that her in-laws mistreated her. Although the dowry was legally prohibited in 1961, it continues to be highly institutionalized. The groom often demands a dowry consisting of a large sum of money, farm animals, furniture, and electronics.

The practice of dowry abuse is rising in India. The most severe in “bride burning”, the burning of women whose dowries were not considered sufficient by their husband or in-laws**. Most of these incidents are reported as accidental burns in the kitchen or are disguised as suicide. It is evident that there exist deep rooted prejudices against women in India. Cultural practices such as the payment of dowry tend to subordinate women in Indian society.

Though prohibited by law in 1961, the extraction of DOWRY from the bride’s family prior to marriage still occurs. When the dowry amount is not considered sufficient or is not forthcoming, the bride is often harassed, abused and made miserable. This abuse can escalate to the point where the husband or his family burn the bride, often by pouring kerosene on her and lighting it, usually killing her. The official records of these incidents are low because they are often reported as accidents or suicides by the family.

In Delhi, a woman is burned to death almost every twelve hours .

The number of dowry murders is increasing. In 1988, 2,209 women were killed in dowry related incidents and in 1990, 4,835 were killed . It is important to reiterate that these are official records, which are immensely under reported. The lack of official registration of this crime is apparent in Delhi, where ninety percent of cases of women burnt were recorded as accidents, five percent as suicide and only the remaining five percent were shown as murder .

According to Government figures there were a total of 5,377 dowry deaths in 1993, an increase of 12% from 1992. Despite the existence of rigorous laws to prevent dowry-deaths under a 1986 amendment to the Indian Penal Code (IPC), convictions are rare, and judges (usually men) are often uninterested and susceptible to bribery. Recent newspaper reports have focused on the alarming rate of deaths of married women in Hamirpur, Mandi and Bilaspur districts in the state of Himachal Pradesh.

Imagine a young Indian woman who just got married with all pomp and splendor in a grand event celebrated over several days by friends and family. Fresh flowers. Fine food. Fun. Frolic. Festivities. A beautiful bride with a full life in front of her – a life filled with a rich mix of many joys, some setbacks and a few delightful children. Now imagine somebody pouring kerosene over her.

Kerosense makes her feel cold as it draws out the heat from her body. And then they set her on fire. Now imagine these murderous blazes flaring up 25,000 times a year…yes, that is your India Today.

In India each year thousands of innocent brides are burnt, killed or maimed in the prime of their lives by their in-laws because the father-of-the-bride is unable to meet the demands of dowry which keep on increasing after the wedding. The existence of this crime in an otherwise civilized country is a baffling paradox.

The tragedy of dowry and bride-burning is one of the most brutal scourges of mankind. It is very different from domestic violence which stems from fits of rage between husband and wife. Bride-burning, however, is usually perpetrated by the mother-in-law, sister-in-law, husband, father-in-law or other relatives in the marital home of the victim. It is a calculated, cold-blooded murder. Unlike war criminals, those who burn brides wear no uniforms; they cannot be distinguished from other members of the community. After killing a bride, they continue their normal lives, attending religious festivals, maybe a religious gathering like Mata Jagaran, or a social event like a birthday party or, perhaps, another nice wedding. Their jobs or businesses do not suffer, nor do they suffer any social penalties. On the contrary, if the father of the victim raises his voice, he is ostracized as a troublemaker. A Dowry Prohibition Act (DPA) was enacted in 1961 in India. Notwithstanding the DPA, an undercurrent of tacit social approval of dowry and bride-burning continues in the dowry-infested areas of India, and the perpetrators seemingly feel no guilt when they burn a bride.

Numbers

The enormity of this crime may be perceived better if compared to the toll taken by land mines which has evoked world-wide understanding recently. In land-mine accidents, about 26,000 people are annually killed or maimed throughout the world, out of which about 80% are civilians (Human Rights Watch). Dowry and bride-burning kill or maim about 25,000 innocent brides every year in India alone (source: National Crimes Bureau of India).

It is interesting to note that dowry and bride-burning is not practiced uniformly all over India. The table here shows the total number of deaths and the intensity (dowry deaths per million Hindu population) in different parts of India. (The figures are drawn from the statistics published by the National Crime Bureau of Government of India, which reports about 6,000 dowry deaths all over India every year. This is widely considered to be the result of gross under-reporting.) You can see from this table that there are no dowry deaths in Arunachal, Meghalaya, Manipur and other eastern states of India. There is no bride-burning in Assamese or Nepalese communities. The highest intensity of dowry deaths occurs in Delhi, closely followed by Punjab, Haryana, Uttar Pradesh, and other North Indian states. Maharashtra and Assam claim that the small number of dowry deaths in their states is contributed by settlers who came from the North.

A Brief History

The history of bride-burning is very sketchy and scanty. There is no mention of bride-burning in the ancient Vedic period or in the epics of Ramayana or Mahabharata (3rd to 1st millennium BC).

As the practice of Jowhar Vrata continued (1193-1526), burning of women possibly became an acceptable scenario apropos for revival of Sati. Whether the social circumstances leading to Jowhar Vrata contributed towards activation and proliferation of child marriage, dowry and Sati need to be researched.

When the Mughal rule started in India in 1526, Sati was in full force, as evidenced by the recorded efforts of Emperor Humayun (1508-1556) and his son, Emperor Akbar (1542-1605), to stop the evil practice. At the beginning of British period in India (1757-1947), Sati was still in vogue. Any effort to stop Sati was criticized as interfering with religion and as an attempt to destroy the foundations of Indian society. Raja Rammohun Roy (1772-1833) carried a crusade against Sati.

The differences between Sati and Bride-Burning are obvious. Sati takes place at a public cremation ground, and its planning is known before the incident. Thus, it is possible to send soldiers to surround the cremation ground, arrest those who attend the Sati, and save the potential victim’s life. Trials of the criminals are comparatively straightforward, as the evidence against them is rather obvious. These factors must have contributed to Lord Bentinck’s success.

The burning of a bride in modern times, however, takes place in the secrecy of her kitchen. No one knows when or where it will happen, or to whom. By the time others learn of the event, the victim is already a charred body. There is no evidence; there are no witnesses. Prevention is almost impossible. Conviction in a court of law is difficult and rare.

Causes, and Some Exceptions

Efforts to assign direct economic reasons (economic value of women, demand and supply, and other economic forces) to the practice of dowry and bride-burning are negated by the fact that, thanks to female infanticide, feticide and selective abortion with modern sonar test, the number of women are less than men in the dowry-infested areas of India, compared to eastern states like Meghalaya, Manipur where women outnumber men.

The notion that education will eradicate dowry and bride-burning is also disproved by the fact that people with lesser education like tribal communities in various parts of India have lesser of the evil. The intensity of dowry and bride-burning is most rampant in the area of highest education and greatest economical prosperity: Delhi and New Delhi, the capital of India.

Many activists are too quick to blame “male supremacy” and Hindu scriptures like Manu Samhita as the cause of dowry and bride-burning. A conspicuous exception is the Assamese Hindu community, which still carries the burden of male supremacy and Manu Samhita, but they have neither widow burning (Sati) nor the practice of dowry and associated bride-burning. In the geographical distribution of dowry death cases, we have observed that dowry and bride-burning is most rampant in north India. People of north India have carried the practice of dowry to their new homes in UK and USA. A striking exception is South Africa. There is no dowry among the north Indians who immigrated to South Africa about 150 years ago. These exceptions need to be researched in great depth. The solution to the problem may be hidden behind these exceptions.

In the dowry-infested areas of India, dowry and bride-burning is a very complicated problem sprouting from unidentified seeds in history on a ground mixed with old practices of caste, joint family, tradition, male supremacy, scriptural aberrations like kanyadan (donating a daughter), gotra (patrilineal dynasty), misunderstood values like “family honour” and “save the marriage”, to name only a few.

How it Happens

In India, most marriages are arranged. In selecting a mate for their son, parents consider education, financial status and character, but the most important factor is the caste, the bastion of Indian culture. No other factor can surpass the predominance of caste in arranged marriages. After the wedding, a bride goes to live in her husband’s joint-family, another citadel of Indian culture. The joint-family consists of her husband’s parents, brothers (married or unmarried) and unmarried sisters. In many cases, the entire family of her father-in-law’s brother is included in the joint-family. All live on the same premises.

It appears to be a tradition in the dowry-infested areas of India that permits a groom’s father to demand that the bride’s father pay a dowry (a large sum of money and other recompenses), as a consideration of the marriage. In these areas of India, the father of the bride is subordinate to the father of the groom and obliged to pay dowry and all other wedding expenses. Male supremacy in Hindu culture, where a son is more coveted than a daughter, is seen as the cause of dowry, but there are exceptions. However, male supremacy is conspicuous in the belief that only a son, and not a daughter, can perform the last rites (death rituals) of the parents.

Dowry negotiations are all verbal, and the demands keep on increasing as the wedding day approaches. Thus, the father of the bride inevitably falls behind the required payments, which invariably continue beyond the wedding date. The father of the bride rarely receives any support from other members of the community.

The tradition of dowry is so powerful in the dowry-infested areas in India that even in the rare cases where young couples fall in love and embark on an ‘un-arranged’ marriage, they concede that their parents should exchange dowry. In most of the cases, however, the young groom dumps his girl friend and goes to marry someone else arranged by his father with a guarantee of a bigger dowry.

In 1961, under the leadership of the late Prime Minister Jawaharlal Nehru, the Parliament of India declared the practice of dowry illegal by passing a law called “Dowry Prohibition Act”. But the tradition is so strong that the law could not eliminate the practice. Dowry has continued in secret and in full force, escalating apace with rising consumerism and the enormous power of black money in India.

No Place to Go

In this fire storm of greed and avarice, the innocent young bride becomes vulnerable and insecure within her husband’s joint-family. Once her father fails to remit the outstanding dowry installment, she becomes an object of taunts and torture. She walks a perilous terrain similar to a mine field, with no certainty when and where death will strike. She knows her life is in danger, but she has nowhere to go.

Her own parents refuse to take her back for a number of reasons, the most important of which is the ‘family honour’. In India, it ‘looks bad’ if a married daughter returns to her father’s home after marriage. Her father is still in the financial bind of her dowry and wedding expenses. Moreover, he cannot openly accuse the in-laws of his daughter for increasing their demand. According to the Dowry Prohibition Act, the dowry giver is equally punishable as the dowry taker, and the father-of-the-bride will go to jail for the offence of giving the original dowry. Very often, the father-of-the-bride persuades his daughter to return to her husband’s family. The bride rarely receives any protection from her father.

The tradition to uphold ‘family honor’ and to ‘save the marriage’ is very strong in India. Even the officials in shelter homes and police stations persuade the brides to return to the perpetrators. Most brides are killed after they return to their perpetrators.

Failure of Existing Shelter Homes

The existing shelter homes for women in India are shared by females who are forced into destitution for all kinds of reasons: disease, old age, sheer poverty, mental problem and abandonment. The running conditions in these shelters are so despicable that, in the First International Conference on Dowry and Bride-Burning in India, held at Harvard University in 1995, attorney Rani Jethmalani and attorney Subhadra Chaturvedi commented, “A bride would prefer to die at the hands of her in-laws than to move to such a shelter.”

There is a fundamental truth in this comment. A bride is very different from a destitute person. She is young, she is at her age of procreation, full of hope, faith and love. Together with her husband, she hopes to build a family. She has a strong faith that she will be able to win everyone with her love, and she does not want to give up that faith. Even when she knows her life is in danger, she hopes that everything will turn out all right. She cannot just move to a shelter. In her mind, shelters are for destitute women, and she is not a destitute. It is impossible for her to break her mental barrier and to go to a shelter shared by destitute women.

If their ancestors did it before them, surely they’ll pass it on to their decendants.
If they believe it’s advocated in their religion, and not criminal, obviously they won’t feel guilt or remorse while lighting a female up.
