I guess the new rules are suppose to come in effect officially from July 31st or August 1st. The tournament offcials of Indian Oil refused the use of new rules because they are still not mandatory until tomorrow.

New rules come into play on Aug 1. Indian Oil Cup beat it by 48 hours.

Given the inadequacy of the sub rule and power play, I don’t blame the organizers for not using it.
