The Naxalites - they are poor and express their resentment through arms, against the exploitation of their land, labour and resourse's.
The Militia's are like vigilantas, and could kill and murder even innocent tribals - so in a way the courts direction, is good.
I think the government realises this, and also the army is reluctant to fight & kill it's own people.
Rather than attack them through the tanks, planes and the power of the state, it would be better to address their grievences.
