LAHORE: India will try to learn and emulate the Pakistan model of promoting a working relationship between bureaucrats and local self-government representatives, Indian Oil Minister Mani Shankar Aiyar said on Tuesday, Press Trust of Hindustan reported.
PTI quoted him as saying that India had a lot to learn from the steps taken by Pakistan to subordinate the bureaucracy to elected authorities and that both governments would soon start an exchange programme of elected representatives for strengthening local bodies…

far better than urs..trust me..n we dont have bumpkins representing us…and we dont have to take YOUR advice to form a system of government or we’ll have RSS as our government… some thing we wont have…

Getting back to the post... many may not know that there was a revolution in 2001 regarding system of Local Govt. by promulgation of Local Government Ordinance 2001. The century old governance system was changed and today there is no Assistant Commmisioner, Deputy Commmisioner or a Commisioner in Pakistan.. The elite District Govt group of bureaucracy is no more effective.. Today 3-tier system District Govt, Tehsil Municipal Administration and Union Councils are working heading the system and govt official merely coordinate them..
As I am working on aworld bank project to capacitate new local system i will get into more detail here.. for the first time in Pakistan's history Urban-Rural divide has been broken.. District is headed by Dist Nazim with several EDO's assiting him along with DCO.. Tehsils has now jurisdiction to both urban and rural areas.. development works can be made in all parts of tehsil.. some departments like Punblic Health Engineering and Housing have been devolved into new system.. new departments in tehsils are Planning and regulation..
In short, development works reach in far flung areas but magistrate control is no more acusing administrative problems.. new system is great if its implemented fully.. officials are still confused about authority and their roles in new system.. there has been a lot of training to govt staff..
