Both nations have nuclear weapons. The difference is in attitudes.
Pakistan and Pakistanis both have a toddler mentality when it comes to competition with India. Our army generals, politicians and civilians all keep on threatening India with nuclear weapons. Its like a small child who would use its biggest weapon on smallest of conflicts.
Whereas India on the other hand has never made such threats, at-least their leadership seems sensible.
The idea that nuclear program is just like an insurance policy, while other strategies and strengths should give us a competitive edge in order to use that policy effectively should be considered by us all.

You can say that India has toddler mentality when it comes to conventional weapons and the only way to shut them up is to remind them of the consequences of their misadventure if hey dare to attack Pak.
